What are the responsibilities and job description for the Applications Developer (Water and Power) position at City of Pasadena, CA?

The City of Pasadena Water and Power Department is seeking an Applications Developer to perform a wide variety of moderately complex and highly responsible duties in the design, development, installation and maintenance of applications to enhance the efficiency and effectiveness of City operations and public service delivery; works with users to understand and assist them in addressing business and operational issues and problems; and performs related duties as assigned.

IDEAL CANDIDATE
The ideal candidate understands the interactions of applications/application subsystems and inter- operating platforms and networks in order to ensure integrated design and operations to meet user requirements efficiently and effectively. Incumbents may also be assigned elements of project management for small development projects or a section of a larger project.

  • Interviews users and analyzes business rules and process requirements.
  • Works with department users and IT staff to define scope, boundaries, and deliverables for applications development projects to meet business requirements.
  • Evaluates vendor software packages for fit with business or operational requirements.
  • Develops enhancements and performs maintenance on existing applications, systems and sub- systems; create and updates queries, materialized views and store procedures in Oracle and SQL Server databases to enable users to retrieve and manipulate data effectively.
  • Set project priorities, develop project tasks, timeline, conduct cost-benefit analyses, establish project metrics when serving as project leader for small, stand-alone applications development and maintenance assignments.
  • Define application data requirements; identifies data sources; diagrams data flow and data entity relationships; develop data models and logical database designs.
  • Assists in creating test environments and cases for unit, systems and interface testing; execute tests and documents expected versus actual results.
  • Participate in the design, development, and programming of complex reports in SSRS and Oracle C2M query zone.
  • Participates in developing, testing, implementing, and maintaining automated deployment processes for assigned applications and software upgrades and patches; tests and evaluates software patches and upgrades.
  • Work closely with Customer Information System (“CIS”) vendors to document system issues, system fixes and test proposed solution.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE
  • Graduation from an accredited four-year college or university with a major in management information systems, computer science or a closely related field.
  • Three years of progressively responsible experience in systems analysis and application development or support; or an equivalent combination of training and experience.
Desirable Qualifications
  • Electric and Water Utility experience is preferred
  • Experience with SQL Server 2019 or higher, Oracle 19C or higher databases, including PLSQL and Store Procedures
  • Experience with programming languages such as .Net Framework and MVC Framework (ASP.Net, C#, and Visual Basic Script), jQuery/Javascript, Ajax, Bootstrap, HTML 5, CCS 3. Web Services - Restful and SOAP, Groovy Language
  • Experience with SSRS 2016 Report Server and SSIS Integration Package 2016
  • Oracle Customer to Meter (“C2M”) or Customer Care and Billing (“CC&B”), Oracle Field Services Application, Oracle Integration Cloud and C2M Configuration Tools
SELECTION PROCESS
The selection process will consist of a training and experience evaluation, interview panel, department-level interviews and possibly an online assessment.

Probation work period is one year and is part of the Pasadena Management Association (PMA).

VACANCY INFORMATION
There is currently one vacancy in the Water & Power department. The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future.


Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.

All employees are required to pay the full employee contribution to CalPERS.

The City is closed on alternate Fridays and most staff observe a 9/80 work schedule.
