General Description: The purpose of this job within the organization is to manage and direct the daily operation of the City's Facility Management Division and to ensure the viable functionality of all City buildings and the availability of critical resources. This job works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.Duties and Responsibilities: The functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the job as necessary.

EXAMPLE OF DUTIES
Essential Functions: Creates, monitors, tracks, forecasts and reports the budget. Processes and manages activities at City facilities to ensure the continued operation of City buildings. Manages Capital Projects; meets with stakeholders, purchasing, vendors, contractors and other entities to promote the successful completion of the projects. Initiates contract procurement, drafts scope of work, specifications, Information for Bids, Requests for Proposals and other procurement instruments. Reviews contracts and recommends renewals or suspensions. Identifies and implements best practices for the maintenance and management of City buildings. Drafts and implements documents, practices and procedures. Additional Duties: Conducts building inspections, site visits and client meetings.Facilitates administrative, organizational and planning activities with division personnel; provides informational exchanges, mentoring, training, tactical instructions and plans of implementing organizational improvements and assignments.Delivers special assignments and projects to facilitate the City's and divisions goals and priorities.Supervises and handles administrative responsibilities inherent with the operation of the division.Performs related work as assigned.Responsibilities, Requirements and Impacts Data Responsibility: Data Responsibility refers to information, knowledge, and conceptions obtained by observation, investigation, interpretation, visualization, and mental creation. Requires responsibility and opportunity for achieving considerable economies and/or preventing considerable losses through the management of a large division or minor department and/or handling of very large amounts of money. Mathematical Requirements: Mathematics requires the use of symbols, numbers and formulas to solve mathematical problems. Uses mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic, or geometric construction; may use algebraic solutions of equations and inequalities, descriptive statistics, deductive geometry, plane and solid and rectangular coordinates; mathematical and classifications or schemes. Communications Requirements: Communications involves the ability to read, write, and speak. Reads journals, manuals and professional publications; speaks informally to groups of co-workers, staff in other organizational agencies, general public, people in other organizations and presents training; composes original reports, training and other written materials, using proper language, punctuation, grammar and style. Judgment Requirements: Judgment requirements refer to the frequency and complexity of judgments and decisions given the stability of the work environments, the nature and type of guidance, and the breadth of impact of the judgments and decisions. Responsible for the actions of others, requiring development of procedures and constant decisions affecting subordinate workers, crime victims, patients, customers, clients or others in the general public; works in a very fluid environment with guidelines, but significant variation. Complexity of Work: Complexity addresses the analysis, initiative, ingenuity, concentration and creativity, required by the job and the presence of any unusual pressures present in the job. Performs coordinating work involving guidelines and rules, with constant problem solving; requires continuous, close attention for accurate results or frequent exposure to unusual pressures. Impact of Errors: Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals. The impact of errors is extremely serious -- affects entire organization and impacts other activities/organizations. Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy. Equipment Usage: Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products. Establishes methods and procedures for acquiring and handling of machines, tools, equipment or work aids involving extensive latitude for judgment regarding attainment of a standard or in selecting appropriate items.Unavoidable Hazards: Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. Bright/dim light; dusts and pollen extreme heat and/or cold; wet or humid conditions; extreme noise levels, animals/wildlife vibration; fumes and/or noxious odors traffic; moving machinery electrical shock; heights other extreme hazards not listed above: inspection of roof tops and attachments that are in excess of 35 feet in height; traffic and moving machinery; sewer gases; confined spaces; mold. Safety of Others: Safety of others refers to the level of responsibility for the safety of others, either inherent in the job or to ensure the safety of the general public. Requires responsibility for the safety and health of others and for occasional enforcement of the laws and standards of public health and safety.
