What are the responsibilities and job description for the Contracts Specialist II*Lead position at City of Phoenix?

The Contract Specialist II*Lead position is a new position for the Water Services Department Procurement team and will build capacity for more process improvements, staff training, as well as provide for additional staff oversight. Along with supervising a team of four professional staff, this position will perform advanced level work in writing, negotiating, awarding, and administrating complex contracts that require market research and spend/cost analysis. The current WSD procurement team has two supervisors and eight Procurement Officer positions. The team is responsible for over 300 WSD contracts with a value of approximately $494 million, with an additional 75 procurements to complete as part of the FY 21/22 Procurement Plan. This team provides contract administration support for multiple department and citywide contracts in a fast-paced environment. Work requires collaboration and proactive communication with stakeholders, as well as the use of critical thinking skills, initiative, and professional judgment. Work is performed under the general direction of a Procurement Manager.

SALARY


$63,107.20 - $96,116.80 annually. Candidates may be hired up to $96,116.80 depending upon qualifications.

Pension Information

MINIMUM QUALIFICATIONS

  • Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.
  • Bachelor's degree in public or business administration or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

The City of Phoenix has paused plans to implement a federal mandate requiring all city employees be vaccinated against COVID-19. This decision comes after a series of legal challenges and a ruling from a federal judge which temporarily halts the COVID-19 vaccine mandate for federal contractors nationwide. PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Five years of progressively responsible procurement experience.
  • Professional certification in Lean, Procurement, or Project Management.
  • One year of experience providing staff training in procurement related topics.
  • One year of experience acting in a lead/supervisory capacity.
