What are the responsibilities and job description for the Digital Media Analyst position at City of Placentia?
The ideal candidate for this position will possess:

- Assistance with broadcasting of City Council Meetings and Planning Commission Meetings.

- Produce live television broadcasts of City Council and Planning Commission meetings, special events, and community meetings.
- Coordinate live streaming media content of various special events and upload to the city website and social media outlets.
- Works with the Communications teams and other City Departments to coordinate, produce and manage video and multimedia productions for web, broadcast, and social media use with both internal and external audiences from program conception to final product.
- Perform quality computer graphic design work for all productions created.
- Oversee the operation of the City's cable access television channel.
- Select and schedule pre-produced programming/public service announcements.
- Coordinate audio-visual equipment for community events and set-up/tear-down.
- Monitor and maintain audio and visual supplies and equipment inventory.
- Keep accurate records regarding maintenance, new installation, and replacement of equipment.
- Train City staff to update elements of the website as well as conduct basic and complex website and mobile app updates as needed.
- Assess ongoing needs for new system design and equipment.
- Assist with the development of bid specifications and make recommendations regarding the installation of new audio/visual equipment to enhance the control room, Council Chamber, and City-wide facilities.
- Performs basic installation, maintenance, and engineering of video equipment, including cameras, an integrated production/broadcast system, analog and non-linear editing systems, lighting and sound systems.
- Perform digital photography assignments, as directed for all City Departments for City special events.
- Maintain a video, DVD, and photography library.
- Maintains the City’s YouTube channel and other social media platforms/systems used for the purpose of disseminating City video content.
- Research new technological advances; recommends changes and new strategies to improve and increase effectiveness and reach.
- Train and support City staff on use of Chamber, Emergency Operation Center, and other City facilities’ equipment; prepare written instructions and provide demonstrations regarding the use of the equipment.
- Develop graphics for products, programming, logos, seals, badges, websites and other multimedia platforms for City Departments.
- Design and create flyers, ads, cover pages, brochures, and a variety of other documents.
- Enhance and correct photographs through the use of computer software.
- Assist in budget preparation as it relates to the Audio/Visual equipment and maintenance.
- Perform related duties and responsibilities as required.
EDUCATION & EXPERIENCE: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- EDUCATION: An Associate of Arts degree from an accredited college or institution in computer-aided design, art, or a closely related field.
- Supplemental courses in graphics software, technical illustration, or closely related field is highly desirable.
- EXPERIENCE: Two (2) years of experience in graphics design and artwork, including the use of computerized graphic software programs.
- Experience in a variety of media and video production areas or television production is desirable.
- Experience working for or with public agencies or entities that provide services to public agencies such as video or television station production and/or broadcasting is highly desirable.
- Experience in a variety of media and video production areas or television production is desirable.
- Possession of a valid California class C driver's license with a satisfactory driving record during the course of employment.
KNOWLEDGE OF
- Operations of audio/video production techniques utilizing computer programs.

ABILITY TO
- Work occasional evenings, weekends, and holiday events as required.

- Perform technical support duties in the operation and maintenance of Citywide multimedia and broadcast systems.
- Understand operations, obey safety rules, and analyze problem systems and equipment.
- Remain flexible in an environment with changing priorities, deadlines, and schedules.
- Possess, or gain, an understanding of the Americans with Disabilities Act (ADA) as it relates to various forms of media, video, and website functions to ensure the City produces ADA-accessible forms of communication with stakeholders.
- Effectively represent the Department and the City in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations and in meetings with individuals.
- Employ attention to detail.
- Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, meet critical time deadlines, and see tasks through to completion.
