Job Description: POSITION OBJECTIVES This is responsible administrative and managerial position in the directing of the operations of vehicle maintenance and repair operation, providing repair and maintenance services for automobiles, trucks and heavy equipment. ESSENTIAL FUNCTIONS • Oversees daily maintenance operations of the fleet. • Assigns tasks to subordinate supervisors and mechanics and conducts safety programs. • Prepares annual division budget, and directs the charge back of vehicle repair costs to individual departments • Directs procurement of all types of City owned and operated automotive equipment and materials, supplies, and parts required to maintain automotive equipment, garage, and storage facilities. • Coordinates automotive repair and maintenance services to obtain maximum utilization of automotive equipment and prevent operational delays in other departments. • Oversees the inspection, testing and road checking of equipment to determine the nature of defects and failures and as a review of the work of automotive and heavy equipment mechanics to whom repair and maintenance jobs are assigned. • Supervises the maintenance records of work performed and the preparation of reports of repair work undertaken and cost of repair work in the division. • Determines when equipment has reached its economic life and schedules vehicles and equipment for auction. • Supervises city fueling system and credit card procedures. • Analyzes and resolves work problems, or assists workers in solving work problems. • Maintains time and productions records. • Contracts for repair services not performed in shop. • Consults with officials of operating and servicing divisions on vehicle replacement needs. • Performs related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade. This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. SUPERVISORY RESPONSIBILITIES • Directly supervise the subordinate supervisor in the Vehicle Maintenance Division. Indirectly supervise employees involved in Vehicle Maintenance, Repair Parts, and Small Engine Repairs. • Carries out supervisory responsibilities including interviewing, hiring, and training new employees; planning, assigning, directing and reviewing work; mentoring, motivating, coaching and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in accordance with the organizations policies and applicable laws. Education and Experience • Associate’s degree in mechanics, automotive repair or related field. • Ten (10) years of progressively responsible automotive repair experience including three (3) years’ of experience at the supervisory level. • Equivalent combination of education and experience. Certifications, Licenses, and Registrations o Florida Class B Commercial Driver’s License preferred. o FEMA training preferred. o Fleet certifications preferred. Knowledge, Skills, and Abilities • Knowledge of Maintenance Scheduling software. • Ability to read, analyze, and interpret work related documents • Ability to communicate effectively both orally and in writing • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Skill in the operation of heavy construction equipment. • Ability to comprehend and apply principles of mathematical concepts related to this position. • Ability to follow and interpret instructions furnished in written and oral format. • Computer Skills, including the ability to perform basic operations related to the position. PHYSICAL DEMANDS • While performing the duties of this job, the employee is regularly required to stand, walk, and talk or hear. • The employee frequently is required to use hands to finger, handle, or feel objects, tools, or controls and reach with hands and arms. • The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch, or crawl. • The employee must regularly lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. • Must be able to drive as needed. WORK ENVIRONMENT • While performing the duties of this job the employee regularly works outside and may be exposed to extreme heat and adverse weather conditions. • The employee occasionally works near moving mechanical parts, heavy equipment, and is occasionally exposed to fumes or airborne particles. • The noise level in the work environment is usually loud.
