What are the responsibilities and job description for the Budget Analyst position at City of Portsmouth?
Under general supervision, this position establishes and manages the City’s budget process, policies and practices to include strategic initiatives and programs. Reports to the Budget Officer.
Initiates, coordinates, and leads efforts to develop the annual operating budget; coordinates with departments to develop budget submissions in accordance with the annual budget preparation instructions; reviews, monitors and analyzes budgetary requests; makes recommendations as appropriate; monitors and evaluates compliance with budgetary restrictions.
Forecasts future expenditures and evaluates economic status, trends, opportunities, and plans that may affect the City’s ability to fund programs and projects. Maintains communications with different departments and makes recommendations for budget management.
Assesses the financial implication of budget development and budget execution, application and compliance with various funding sources; develops and recommends alternative funding solutions; briefs on department budget submissions and makes recommendations concerning funding levels during budget hearings; responds to inquires; and coordinates the publication of the various budget documents and on-line information.
Serves as the primary point of contact for GovMax; maintains and updates information in GovMax; and provides training on various budgetary systems and issues.
Reviews, prepares, and maintains various financial reports and records. Assists with writing detailed study and analysis reports with recommendations on a variety of budget and funding issues; and develops reports and correspondence for city management. Performs related tasks as necessary such as developing budget and financial policies and serving on budget-related committees.
Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.
Knowledge of Job: Has comprehensive knowledge of general budget, cost and accounting as they related to the principles, procedures, techniques and terminology of municipal government. Has thorough knowledge of specific budget processes for operating and capital budgets. Has thorough knowledge of the functions and operations of municipal agencies. Has thorough knowledge of federal and state grant programs, grant writing principles and processes and ability to organize the department’s resources for optimum performance under grant provisions. Has thorough knowledge of strategic planning principles and theories to forecast future needs based on current departmental requirements and budget constraints. Has thorough knowledge of the principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction. Is able to use common office machines. Is able to compile technical information from a variety of sources and prepare clear and concise reports. Is able to exercise considerable initiative and independent judgment in analyzing and applying standards to a variety of situations. Is able to establish and maintain effective working relationships as necessitated by work assignments.
Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interacts within department and division, and with co- workers and the general public.

Requires a Bachelor’s Degree from an accredited college or university in Business, Public, Finance, Economics or a related field and 3-5 years of related work experience or a related field or an equivalent combination of education and experience providing the required knowledge, skills and abilities. Must have demonstrated experience with GovMax.
An acceptable general background check to include a local and state criminal history check.

Must be able to speak before varying audiences with poise, voice control and confidence.
