Civil Engineer - Journey

NOTE: The City will consider applicants for Associate Engineer level depending upon their education, experience and certifications.  The salary for Associate Engineer is $6629 - $8484 per month. This position will provide engineering services to the capital improvement program as follows: 

• Manages the design, preparation and review of public works plans, specifications and contracts done by private consultants for various streets, stormwater, sewer, water, and parks projects construction projects.  
• Responsible for the administration of public works design and oversight through the construction phase of projects.
• Monitors and approves project expenditures, implements adjustments.
• Coordinates and oversees engineering support and projects performed by other City departments.
• Assists the designated supervisor in coordinating the activities of other divisions of the department when these functions require technical assistance.
• Operates computers utilizing a variety of software programs, including database, spreadsheet, and word processing applications.
• Attends public meetings to receive and provide information.
• Performs other duties as assigned.

Knowledge of:

• The principles and practices of civil engineering as applied to development engineering and municipal public works projects.
• The principles and practices of public works project administration.
• Modern methods and techniques used in the design, construction and inspection of public works projects.
• Laws, regulatory codes and professional standards applicable to design of projects.
• Department of Ecology Stormwater Management Manual guidelines and established engineering techniques of hydraulic analysis.

Ability to:

• Plan, implement successfully and evaluate effectively division policies and procedures in the review of engineering submittals for private development.
• Supervise efficiently the design and construction inspection of complex public works projects.
• Perform successfully and according to professional standards, civil engineering work of a municipal nature.
• Communicate effectively, verbally and in writing.
• Utilize computers, databases and related software and automated equipment to produce worksheets and reports.
• Employ computer assisted design (AutoCAD) technology and to design public works projects as assigned.
• Gather and analyze data and develop clear, concise and comprehensive reports, correspondence and other written materials.
• Present technical material in a clear and concise manner to various groups.
• Create and meet schedules, time lines and work independently with little direction.
• Safely operate a motor vehicle.
• Work on multiple, concurrent tasks, with frequent interruptions.
• Effectively work in a team environment, contribute openly, respectfully disagree, understand the ideas of others, listen well and work for consensus.
• Establish and maintain cooperative and effective working relationships with those contacted in the performance of work.

Special Qualifications:

• Possession of registration as an Engineer in Training.  Registration as a Professional Engineer in the State of Washington is desirable.  
• Possession of or the ability to obtain, and maintain throughout employment, a valid Washington State driver's license.

SELECTION PROCESS 
Those applicants whose qualifications most closely correspond to the City's current needs will be contacted for interviews and/or testing. The appointing authority may conduct second interviews.
Notification – Following submission of application, an email acknowledgment receipt of application is given. Persons selected for an interview and/or testing will be notified by email, normally within 15 working days following the closing date on the job announcement.
Not Selected – No formal notification is usually sent by the City to applicants not selected for an interview or test. Should the same or another position open for which the applicant wishes to apply, he/she must apply online for each new opening.

Hours of Work – Normal work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with one (1) hour lunch. Some after-hours meetings may be required. The City supports a telework policy that allows employees to work remote up to two days per week.
FLSA Status - This is a FLSA exempt position.
