Pay: Per Ordinance – Non-Union Range 21: $66,560.00 - $85,176.00
This is an At-Will (Unclassified/Unrepresented) position. Incumbents in this position are excluded from the Civil Service system and unrepresented. Only those applicants who best fit the needs of the City will be considered.
POSITION SUMMARY
Under the direction of the Mayor, the Director of Information Technology (IT) manages all activities throughout the City related to the operation of data processing systems and to provide all City departments with computer application support through server and personal computer hardware and software. The incumbent is accountable for accomplishing departmental goals and objectives within general policy guidelines and will manage all contracted IT vendor activities in support of the city’s information services. This is a responsible, professional, and managerial position that uses considerable independent judgement and initiative within city policy framework.
Additionally, the Director of Information Technology keeps the Mayor and City Council informed of departmental activities, programs, and plans. The Director of Information Technology shall be appointed by the Mayor and is responsible for the direction of work and manner of accomplishment of the departmental staff and/or contracted vendors.
PRINCIPAL DUTIES
· Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the department; directs the preparation and administration of the department's budget.
· Plans, organizes, administers, reviews, and evaluates the activities of professional, technical and office support staff.
· Confers with City Management regarding information systems planning and computer application support.
· Selects assigned staff and provides for their training and professional development and makes recommendations regarding contracted IT vendors.
· Directs the conduct of analytical studies; develops and reviews reports of findings, alternatives, and recommendations.
· Represents the City in meetings with representatives of governmental agencies, professional and business organizations, employee organizations and the public.
· Assesses departmental needs and inter-departmental relationships regarding information processing and recommends work priorities and solutions that will maximize the City's use of computer and information technology.
· Monitors developments and legislation related to information systems matters; evaluates their impact upon City operations and recommends and implements equipment, policy, and procedural improvements.
· Advocates change and educates City management and employees on the need for up-to-date information technology, staff and equipment to accomplish the goals of the City.
· Monitors industry hardware and software trends and recommends and implements long-range technology direction and strategies.
· Maintains security of information technology assets in line with current standards.
MINIMUM QUALIFICATIONS
· Possession of a bachelor’s degree from an accredited college or university with major course work in computer science, information systems, information technology, computer networking, or closely related field.
· Six (6) years of IT management, supervisory, or administrative experience preferred.
· Experience in a public agency setting and in information systems design, implementation and operations in a client/server operating environment is desirable.
· A master’s degree in computer science, information systems or business or public administration, or closely related field is desired.
· A Certification is desired
· MCSE Certification is desired
· CCNA Certification or equivalent is desired.
· Must possess a valid Ohio driver's license.
KNOWLEDGE & SKILLS REQUIRED:
· Principles, practices, and techniques of information systems management, including applications design, systems analysis, data processing and hardware and software options for major administrative and business-oriented applications.
· General operating principles and parameters of the type of centralized and departmental personal computers used by the City.
· Administrative principles and methods, including goal setting, program development and implementation and employee supervision.
· Developing, implementing, and interpreting goals, objectives, policies, procedures, work standards and internal controls.
· Analyzing complex problems, evaluating alternatives, and making creative recommendations.
· Establishing and maintaining effective working relationships with those contacted in the course of the work.
· Working knowledge of the following: Microsoft Servers, Active Directory, Microsoft SQL, Microsoft Office Suite, Microsoft Exchange, Microsoft Azure Virtual and Hosting products, asp.net, C#, MVC Architecture, Cisco, LAN, WAN, Virtual Private networks, and a Windows-based operating environment. Police and Fire Records Management software and EMS Records Management software. Experience or familiarity with VOiP, telephone system and voicemail management is ideal.
