  • Verify incoming purchase requisitions for accuracy, completeness, and compliance with policies.
  • Determine appropriate bid and approval thresholds based on commodity type.
  • Perform supplier sourcing, including identifying interlocal and piggybacking opportunities with other agencies.
  • Conduct bid comparisons to determine lowest responsible bid.
  • Prepare comparative analysis and bid summaries to evaluate and make supplier recommendations and selections.
  • Create purchase orders and purchase agreements.
  • Advocate proper contracting process; train and guide City staff through the process as required.
  • Become knowledgeable in the City's financial system, Microsoft Dynamics, and other related software used for processes.
  • Assist with other projects in the division such as system upgrades, research, data gathering or testing for software changes.
  • The Purchasing Agent works Monday through Friday, 8:00 am to 5:00 pm.
EDUCATION AND EXPERIENCE:
  • Associate degree in a related field.
  • Three (3) years of direct purchasing experience.
  • Combination of equivalent education and experience that would provide the required knowledge, skills, and abilities to perform this job.
  • Basic knowledge and experience with governmental purchasing policies and practices is preferred.
  • This position is currently covered by a collective bargaining agreement.
LICENSES AND REQUIREMENTS:
  • Valid Washington State driver's license.
  • Certified Professional Public Buyer (CPPB) designation preferred.

SELECTION PROCESS:
  • All applicants will be notified of their application status.
  • Top candidates will be contacted to participate in the next phase of the selection process, which may include testing and/or an interview.
  • In-person interviews are tentatively scheduled for December 3, 2019.
  • Note, the City may review existing application pools to fill this position or use this pool to fill future vacancies.
