DEFINITION

Position Definition:
Under the direction of the Chief of Police, the position performs specialized and complex clerical and administrative tasks to document, process, maintain and control the records, case files, statistics and related information in the Police Department. Performs work under general instructions, but within established policies and procedures to achieve results in support of the City's mission, goals, policies, and objectives.

EXAMPLES OF DUTIES, RESPONSIBILITIES AND EXPECTATIONS

This position is accountable as a team member to perform operational and support duties and services including but not limited to:

  • Provides leadership, guidance, coaching and mentoring to Records personnel; trains, supervises and evaluates Records personnel; holds personnel accountable.
  • Conducts regular performance evaluations of personnel; gives frequent and specific feedback about personnel performance; holds co-workers accountable for doing their jobs and celebrates accomplishments and successes.
  • Prioritizes work and performs multiple tasks simultaneously with numerous interruptions; receives incoming customer telephone calls, determines their nature and urgency, coordinates an appropriate response or refers them to other persons in the Department and the City; works with customers at a service desk; proofreads and accurately inputs numerical and text data into databases; assists with training and directing office assistants and cadets. Performs tasks and assignments with accuracy, neatness and attention to detail.
  • Reviews police reports and other police documents to verify legal elements and validate accuracy and completeness; processes documents as the department's official records by indexing, copying, collating, filing, researching, typing, distributing, and purging information from crime, arrest, traffic, incident and intelligence reports; processes and/or completes court orders, legal forms, warrants, letters and other documents for police personnel, the public, and other departments, organizations and agencies.
  • Prepares daily arrest and citation packets for the court; coordinates and processes court documents and transmittals for criminal filings with the District Attorney's and City Prosecutor's Offices; prepares documents for department and civilian witnesses and victims; testifies in court regarding the safeguarding and chain of custody of police records, subpoenas and warrant requests filed with the court.
  • Maintains accurate, confidential and highly sensitive information from police records in Federal, State, County and local databases; extracts information from databases and provides reports to department personnel and the public; purges information in accordance with city and state guidelines.
  • Responds to inquiries and requests for information; scans and profiles documents into the document imaging system; reviews, routes and distributes reports to appropriate destinations; learns and strictly follows the laws, regulations, policies and procedures related to the processing, maintenance and release of police records; operates under critical deadlines.
  • Sends and receives teletype messages; accurately enters and receives in a timely manner information from the California Law Enforcement Telecommunications System (CLETS), NCIC, NLETS, Department of Justice photo systems and other law enforcement restricted information systems and strictly complies with the policies, procedures, guidelines and regulations of these systems and the Department.
  • Works irregular hours including days, evenings, nights and overtime including weekends and holidays; must be available for call-back and automatic return to work with a reasonable response time during off-duty hours for major emergencies, disasters, critical incidents and as otherwise required.
  • Responds to major incidents reported to the Police Department; comprehends and uses the Incident Command System/Standardized Emergency Management System (ICS/SEMS) protocol; assumes the role as Incident Commander until relieved by a higher authority or other role as needed for the situation; ensures the safety of responders and others, the achievement of tactical objectives and the efficient use of resources.
  • Performs matron duties for prisoners of the same gender and assists with the searches of prisoners in the jail; performs vehicle inspections and verifies citation corrections; duplicates and certifies copies of police reports, audio and video recordings, photographs and other items in response to Public Records Act requests, subpoenas or other requests.
  • Processes and registers state-mandated drug, sex, and arson registrants; processes Livescan applicant fingerprinting requests and submits them electronically to the Department of Justice.
  • Prepares vehicle release documents; collects payments, fines and various fees; prepares and issues receipts; routinely balances cash register and prepares transmittal to Finance.
  • Operates computers, photocopiers, printers, scanners, telephones, FAX machines, cameras and other office equipment and performs minor maintenance and repair; performs a variety of general clerical duties including distributing departmental mail and correspondence.
  • Operates specialized automated law enforcement information systems including public safety information systems to access and maintain data, including the Records Management System, Computer Aided Dispatch, State and County databases, licensing and permit databases; Livescan, parking enforcement and animal control permit and licensing systems, photo databases, and others as required.
  • Receives and processes criminal history, driver history and other background checks; processes subpoena requests; performs records searches quickly and accurately; processes and seals criminal histories when court ordered; processes expungement orders; performs quality control checks and audits of the case files and RMS data; merges and updates duplicate name, vehicle and location files.
  • Interprets documentation from the Department of Justice, Department of Motor Vehicles and the courts to verify records for accuracy and performs validations of records entered into these information systems; accurately modifies records as needed according to CLETS and CJIS policies for entries into various systems such as: vehicles, firearms, protective orders, missing persons, and property.
  • Compiles and analyzes statistical data; maintains logs; recommends and implements policies and procedures and opportunities for improvement in the area of assignment.
  • Maintains inventory of supplies, forms and equipment; completes requisitions; pays invoices using the City's financial management system.
  • Provides sound decision making skills and critical thinking to provide professional recommendations, decisions and completed staff work; performs duties in accordance with City policies and procedures.
  • Delivers outstanding internal and external customer service, communicates effectively orally and in writing with the public and fellow employees; solves problems and supports the City's mission, policies, goals, and objectives.
  • Exercises initiative, courtesy and independent judgment; establishes and maintains effective working relationships with members of the Department and City staff, other agencies and the public; communicates effectively both orally and in writing.
  • Provides sound decision making skills and critical thinking to provide professional recommendations, decisions and prepares training bulletins.
  • Works cooperatively with personnel, co-workers and the management team; exercises tact, self-restraint and good judgment; takes initiative to achieve positive, timely results for the organization with diplomatic skills and ethical conduct.
  • Handles a significant amount of confidential information. Conducts duties, responsibilities, tasks and assignments with a constructive, cooperative, positive, and professional attitude and demeanor.
  • Supports the City's mission, goals, policies and objectives; delivers outstanding internal and external customer service; solve problems and communicate effectively with the public and fellow employees.

MINIMUM QUALIFICATIONS

Qualified applicants should possess:
Knowledge of:

  • Law enforcement records management principles, practices and procedures
  • Laws and procedures governing the confidentiality, security, and processing of law enforcement records under Federal, State, County, and local laws, regulations and practices
  • Modern office procedures, methods and equipment
  • Keyboarding and computer operations with the ability to use word processing and specialized law enforcement information systems
  • Correct written and verbal use of the English language
  • Research and composition of training manuals and manuals specific to police records management court orders and crime statistics
  • The location of streets, important buildings and facilities in the City of Redondo Beach
The ability to:
  • Work shifts, weekends, holidays, irregular duty assignments and/or overtime
  • Type at a speed necessary for successful job performance
  • Prioritize and complete numerous activities simultaneously, effectively and pleasantly (i.e., phone calls, counter service, employee requests)
  • Interpret and apply applicable provisions of state and local codes and other regulations and procedures
  • Write clear and concise reports
  • Adapt to advances in computer technology; handle cash transactions and use a cash register
  • Wear a department approved uniform
  • Use a police radio, personal computer, common office software and specialized law enforcement software

  • Maintain control and supervision of prisoners of the same gender when functioning as a jail matron

Required Education, Experience and/or Licenses:

  • A high school diploma or G.E.D. equivalent
  • 18 years of age prior to appointment
  • Possess a valid Class C California Department of Motor Vehicles Driver License

Highly Desirable Qualifications:
  • At least one year of full-time work experience equivalent to that of a Police Services Specialist.
  • An associate or bachelor's degree from an accredited college or university.
  • Bilingual skills in Spanish, Vietnamese, Korean, and other languages.

SUPPLEMENTAL INFORMATION

Due to the sensitive nature of the position, high security environment, and the potential value of property and evidence, candidates shall pass the designated City background investigation prior to being given a conditional offer of employment. If given a conditional offer of employment, candidates shall also pass medical and psychological examinations prior to appointment. The position requires meeting the physical employment standards for the position.

It is the policy of the Redondo Beach Police Department that tattoos, body scarification, body branding and other forms of body art and body piercing on employees shall not be visible while on duty or when representing the department in an off duty capacity.

CLASSIFICATION:
The position is covered under the Fair Labor Standards Act and is a member of the classified service.

SELECTION PROCESS:
The selection process may include but is not limited to: application review and evaluation, written examination, performance test and interview. All employment offers made by the City are contingent upon establishing proof of a prospective candidate's legal authorization to work in the United States and successfully passing all components of the pre-employment process, such as: reference check, background investigation, fingerprint criminal history check, post-offer drug test, post-offer psychological and post-offer medical examination, the cost of which will be borne by the City.
