Job Description
The primary purpose of this position is to assist new and existing businesses with navigating through the business start-up process. This employee will walk someone interested in starting or expanding a business in Reidsville through the process, step-by-step, facilitating and navigating each City employee or department with whom they need to interact. This position will also provide the new or potential business owner with the necessary paperwork to successfully navigate the process. This position will coordinate several of the City-sponsored grant programs available to local businesses and start-ups.
This is responsible professional, administrative, and management-level work in planning, directing, and participating in the activities of economic research and programs to enhance small business development. Work involves responsibility for the organization, research methodology, and evaluation of economic indicators, trends, and marketing data for the development and implementation of programs to encourage small business development, retention and expansion, annexations, and tourism development with the intent of enhancing the tax base and promoting controlled economic growth and development in the City.
An employee in this position is expected to be able to perform all work tasks and comply with any work schedules or attendance or duty requirements, which may be established by City or department rules.

Work is performed under the general direction of to the Director of Marketing and Economic Development, and is reviewed through conferences, analysis of reports and recommendations, and evaluation of results obtained.

Hiring Range $47,205.50 – $59,006.88

Job Duties
Engages in the research, compilation, analysis, and evaluation of economic and marketing data for the promulgation of economic/business growth programs in the City.
Serves as the City liaison in developing cooperative relationships among representatives of other municipal governments, local business groups, associations, and other public and private organizations to promote economic development and upgrade the tourist market in the City.
Attends civic and public meetings to explain various aspects of local economic development programs; presents plans and concepts at public meetings.
Plans, and implements development programs, and public and private financing programs, to facilitate and promote controlled small business growth in the area.
Analyzes and maintains current information on the general economic marketing conditions in the area.
Assists interested persons in the process of opening a new business. This may include helping identify available plots, lots or buildings; facilitating site plan review with the Code Enforcement Division; seeking text amendments or changes to existing ordinances, if indicated; and registering the new business.
Develops and maintains listings of available properties for rent, lease, or purchase that might be of interest to entrepreneurs or franchisees.
Foster and maintain working relationships with local small business owners, and representatives of local non-profits.
Prepares recommendations, reports, and publications concerning economic conditions, trends, and potential for economic growth in the community; writes comprehensive reports.

Required Qualifications
Knowledge
Extensive knowledge of the principles and practices of economics and marketing.
Thorough knowledge of the principles, practices, and research methodology essential to the compilation, analysis, and evaluation of economic and marketing data.
Thorough knowledge of municipal, county, and state organization and department functions, operating procedures, and requirements as they relate to small business operations, development, and marketing.
Considerable knowledge of business management principles and practices, especially as they relate to small businesses.
Skills
Outstanding working relationships with several City Departments and Divisions are essential for the success of this program.
Exceptional organizational skills are key to success in this role.
Incumbent will be required to maintain rosters of available parcels for sale or lease, in the central business district, and throughout the City.
Previous experience in marketing, communication, and urban planning or economic development is strongly desired.
Abilities
Ability to communicate clearly and concisely, orally and in writing.
Ability to research and prepare detailed statistical analyses of economic indicators and market conditions.
Ability to establish and maintain effective working relationships with employees, other agencies, representatives of other businesses, trade associations, civic groups, and the public as necessitated by the work.

Education

Bachelor’s degree in marketing, economic development, public administration, entrepreneurship, or a related field. Five years of equivalent experience in small business administration or local government will be considered in place of education.

  • Background investigation and Pre-employment substance screening are required. EOE


Preferred Qualifications

3 – 5 years experience in economic development, planning, zoning, or closely related public sector jobs.

Physical Demands
This position is largely located in an office environment, with occasional site visits to locations across the City of Reidsville. May be exposed to extremes in weather if touring locations, venues, or potential locations for new businesses. The ability to climb stairs, walk on uneven terrain, and carry up to 20 pounds frequently is necessary.
