Primary Purpose

Assists in the administration and delivery of construction projects from engineering planning phases through construction. Will be responsible for administrative oversight of projects including, but not limited to, commercial and residential development, transportation, utilities, and other municipal capital improvements.

Supervision

Under the direct supervision of the BUILDS Administrator and the general supervision of the Assistant BUILDS Administrator.

Essential Duties

  • Plans, coordinates, and provides general decision making for BUILDS capital projects, including their delivery from design to construction phases.
  • Works with Operations Staff for efficiency and coordination of construction for projects.
  • Plans all phases of the construction lifecycle from initiation to completion. Provides general construction site oversight for construction methods, safety, and costs.
  • Obtains all necessary regulations and permits.
  • Works with Operations Staff as needed to procure necessary supplies, tools, and equipment.
  • Makes sure projects are aligned with agreed-upon plans.
  • Manages City Inspectors and oversees their work. Ensures that all local, state, and national building codes, regulations, and safety precautions are followed.
  • Communicates with clients and delivers project progress reports.
  • Develops and adheres to the budget, timeline, and quality control plan.
  • Collaborates with architects, engineers, electricians, and other specialists.
  • Writes and submits testing and inspection logs, quality assurance reports, and punch lists.
  • Establishes relationships and represents the City with contractors, developers and consultants for project delivery and planning.
  • Establishes relationships and represents the City with property owners for the purpose of project coordination, right-of-way acquisitions and easements.
  • Excels at time management, problem solving, process improvement, and project budgeting.
  • Deals effectively and courteously with fellow employees and the public.
  • Performs other duties as assigned.

Important Duties

  • Represents the City and BUILDS Administrator for high-level meetings with developers, contractors, and consultants.
  • Attends training sessions deemed appropriate by supervisor or department head.
  • Maintains a neat and orderly work area.
  • Maintains appropriate supplies for assigned area.

Minimum Qualifications

Education & Experience

  • Must have a minimum of ten (10) years of experience in building, construction inspection, or closely related field.
  • Bachelors or Associates degree in Construction Management, Engineering and or closely related field preferred.
  • Formal education may be substituted for the experience on a year-for-year basis.

Knowledge, Skills, & Abilities

Must be familiar with the International Code Council (ICC) Building Codes and all regulations pertaining to job. Must have working knowledge of modern construction techniques, ability to read and interpret construction drawings, and read and interpret general City Code; Must be able to maintain records, prepare reports, and perform the essential functions of the job; Must be able to effectively communicate through written and verbal skills; Must have good time management skills; Must have good cognitive and analytical skills and be able to handle stressful situations; Must be able to quickly assess or judge situations; Must be able to make decisions under pressure in areas of responsibility.

Special Requirements

  • Must possess a Missouri valid Class B Commercial Driver’s License with airbrake endorsement is required.
  • Must possess a valid Drinking Water Distribution “DS III” certification from the Missouri Department of Natural Resources.
  • Must have a Drinking Water Treatment “C” level MDNR certification with a “B” level preferred. -OR- Must have a Class “C” Wastewater Treatment certification with a “B” level preferred.
  • Must possess or obtain an OSHA 10 Certification within the probationary period.
  • Must possess or obtain within probationary employment period, the following National Incident Management Training Certifications: ICS-100.PW, IS-200, & FEMA IS-700.

Miscellaneous Requirements

  • May be required to work a variety of shifts including nights, weekends, or holidays.
  • Must be a dependable person due to the small size of the work force.
  • Must work a rotating on-call schedule, and subject to emergency call-in.
  • Will be subject to random substance abuse testing.

Physical Demands

Performs bending, squatting, crawling, twisting, kneeling, and reaching to ground level and overhead; Must be able to reach, grip and hold; Must be able to walk and stand for prolonged periods of time; Must be able to lift 50 pounds above their head; Must be able to push, pull and carry 80 pounds.

Work Environment

Both indoor and outdoor working environments with exposure to dust and pollen, toxic fumes, chemicals or smoke, contagious diseases, electrical and mechanical hazards associated with equipment, extreme noise; Subject to variety of extreme weather condition; Susceptible to safety hazards associated with working in and around high traffic volume; Works in confined places and awkward positions.

Pay: $65,000.00 - $80,000.00 per year
