This announcement is only for the vacant position in the Office of the Mayor. This is an exempt, at-will position that is appointed by the Mayor, reports directly to the Mayor, and will serve during their term.
The City of Richmond is searching for a professional, detail-oriented, and dynamic Management Analyst to join the Mayor's Staff. This position is unique in that the nature, diversity, and scope of responsibilities originating from the Mayor's Office requires the frequent use of discretion, confidentiality, initiative, and independent judgment, as actions can have a significant effect on City operations or public relations activities.
The annual salary for this position is $96,817 per year at the top of the range, with approved Cost of Living Adjustments in 2024 (4%) and 2025 (4%). The City Council is ultimately responsible for the approval of the municipal budget and other complex financial decisions that impact the city’s fiscal health. To better understand the City's finances—and what decisions and policies should be implemented to have a sustainable fiscal outlook—the City Council is hiring a Management Analyst II to provide the support that allows for a deeper analysis of decisions regarding the City's budget. Responsibilities include providing support to the Mayor and City Council in analyzing past, present, and projected budgets, investigating new revenue enhancements, and other relevant data research and analysis.
The Management Analyst II will perform complex assignments and work under general supervision of the Mayor or other senior staff ; assignments may include providing lead direction to support staff. Incumbents are expected to exercise independent judgment in the performance of their duties.

The following duties are typical for this position. Incumbent may not perform all of the listed duties and/or may be required to perform duties other than those set forth below, in order to address business needs and changing business practices.
Researches, collects and analyzes data from various sources for reports and presentations.- Develops and reviews policies, practices, and procedures and makes recommendations.

Examination Phase: A limited number of the most suitably qualified candidates will have their application packets scored according to a rating matrix (weighted 100%). An Employment List will be established. Having all of the minimum qualifications guarantees neither advancement nor placement on the Employment List.
Employment List: A ranking of "A" (Best Qualified), "B" (Well Qualified), or "C" (Qualified) is required to achieve a position on the Employment List. This Employment List will be in effect for a maximum of two (2) years; however, the list may be canceled, without notice, after six (6) months.
Following the establishment of the Employment List, candidates will be referred to the hiring department for final interview(s).
