Description
The City of Richmond is seeking well-qualified candidates to apply for the GIS and Project Manager position with the Department of Public Works (DPW). This position will work in the GIS and Asset Management group which supports all divisions of Public Works with GIS data management, maintenance, data design, data collection, data reporting, software training, and data analysis. This Position will also participate in management and training tasks related to the Cityworks asset management application.
Duties include but are not limited to
- Performing as the Project Manager for new and existing projects occurring within the Department of Public Works as it relates to GIS. This would include creating all documentation for these projects as required and functioning as the liaison with other City Agencies/Departments such as DIT, DPU and PDR
- Research new technology and methods
- Trains staff on the use and concepts of GIS
- Reviews and assists with process improvement from other divisions
- Maintains GIS data for all DPW related assets including basemap features
- Performs GIS application configuration
- Develops reports and presentation materials for all divisions utilizing available reporting and presentation tools
- Trains staff on the use and concepts of the Cityworks asset management application
- Perform testing and configuration of GIS applications and the Cityworks Asset Management application
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in information technology, geography, geographical information systems or directly related field
- Experience with managing medium to large projects in a multi-department/multi-agency environment
- Five years of professional level GIS programming, analysis, and database administration
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
KNOWLEDGE, SKILLS AND ABILITIES:
- Considerable knowledge of GIS concepts and practices
- Project management
- Business relationship management
- Business process development; cartography; computer programs such as ArcGIS Desktop, Cityworks, Microsoft Access, etc.; and python programming
- Knowledge of SQL Server management and the use of TransAct SQL programming is a plus Skills in analyzing data
- Communicating with various internal and external departments
- Recommending changes to help improve the System and supervising support staff and overseeing their work.
- Ability to use discretion to determine development methods and deliver solutions to support users
- Manage time effectively and prioritize work of staff

The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
