Description

The City of Richmond, Office of the City Attorney is seeking to fill the position of Paralegal for its Operations and Development Division. The purpose of the position is to provide assistance to attorneys in the Operations and Development Division with transactional matters involving real estate, land use, and economic development. Primary responsibilities will include transactional work in the areas of real estate, land use, and economic development in the support of multiple attorneys. The successful candidate will have the ability to manage numerous assignments simultaneously and to work independently. Experience in real estate law, land use law, economic development law or municipal law is desired.

The successful candidate will have a Paralegal certificate, an Associate’s degree in Paralegal Studies, a Bachelor’s degree in Paralegal Studies or other discipline, or an equivalent combination of education and experience. The successful candidate must also have strong written and verbal skills. The position will undertake other assignments as needed.

Duties include but are not limited to

  • Investigation
  • Research
  • Legal documentation preparation
  • Coordinating and scheduling legal actions
  • Compiling and organizing documents and exhibits
  • Drafting routine and specialized documents
  • Maintaining departmental filing systems.

Qualifications, Special Certifications and Licenses

Knowledge (some combination of the following):

  • Experience with real estate transactions, land use law, economic development, or municipal law.
  • Experience with transactional work, such as contracts and real estate.
  • Proficiency with Microsoft Office Suite.
Skills (some combination of the following):
  • Strong ability to conduct legal research.
  • Strong ability to communicate with various internal and external departments.
  • Keen ability to pay attention to details and ability to remain organized.
  • Strong oral and written communication skills.
  • Considerable knowledge of computer programs such as Microsoft Office Suite.
MINIMUM TRAINING AND EXPERIENCE:
  • Paralegal certificate
  • Associates degree in Paralegal Studies
  • Bachelor's degree in Paralegal Studies or other discipline
  • An equivalent combination of education and experience.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • Compliance with additional requirements that may be established by the City of Richmond
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may include the ability to regularly lift, finger, talk, hear, see, and perform repetitive motions; frequently reach and stoop; and occasionally crouch, crawl, stand, balance, pull, and walk. The working conditions may not include any environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
