Description
The City of Richmond Department of Public Works is seeking highly qualified candidates to fill the position of Survey Party Chief in the Right of Way Division. The incumbent is responsible for overseeing survey parties which use surveying equipment for various purposes such as: establishing City right-of-way and updating existing right-of-way markings; producing usable data for various calculations and Capital Improvement Projects; staking out control points for building construction; and recording topographic survey features.
Duties include but are not limited to
- Maintains City right of way by surveying in the field, updating survey monuments and markings.
- Draws up field notes for future use.
- Conducts topographic, tree, boundary, and volume surveys using data collector or field notes.
- Assists in establishing construction layout and staking control points.
- Lead or attend meetings and conferences with City staff or the public to exchange information. Communicates to concerned citizens regarding the impact of City work.
- Supervises an emergency snow removal crew and storm damage crew as needed.

Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Associate degree, vocational technical degree, or specialized training equivalent to two years of college
- Two (2) years of related experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
- Requires Surveying I and II certifications, or the ability to obtain certifications within twenty-four (24) months of appointment.
- Requires a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
KNOWLEDGE, SKILLS, AND ABILITIES:

- Surveying principles and practices
- Right-of-way concepts
- Carlson Survey software
- GPS systems
- Utilizing surveying equipment with accuracy and speed
- Locating and uncovering existing right-of-way monuments
- Computing City baseline maps
- Cleaning and maintaining surveying equipment
- Cutting down brush with appropriate tools such as trimmers and rakes
- Making sketches
- Reviewing and interpreting engineer plans and survey plats
- Supervise others and schedule work crews
- Collaborate with City staff and outside contractors
- Keep up to date with new programs and procedures
- Work independently
- Maintain accuracy of readings
- Be detail oriented

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to reach extending hands and arms in any direction, stand, push, pull, lift, finger (picking, pinching or otherwise working primarily with fingers), grasp applying pressure to an object with fingers or palms, talk, see, and hear. The employee is frequently required to climb, balance, stoop, crouch, crawl, walk, feel and use substantial repetitive motions of the wrists, hands and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
