The City of Roanoke is seeking a Fleet Buyer to procure goods and services for the effective operation of the Fleet Management division. Assists in the verification of requisitions and determines appropriate procurement methods. Assists in the development of solicitation documents, including but not limited to: Invitations to Bid (ITB) and Requests for Proposal (RFP). Writes specifications and executes solicitations at the department level. Works with the Purchasing division to complete other solicitations as necessary. Manages vendor relationships for equipment and parts purchasing as well as vendor equipment repairs. Writes, reviews and negotiates Fleet Management vendor contracts. Maintains various purchasing records and verifies contract pricing and payments. Associate's degree or equivalent from two year college with major in business management, purchasing or related field: two or more years related experience and/or training in purchasing or vehicle equipment sales; or equivalent combination of education and experience. Asset management and equipment specification preparation experience preferred.Summary

Analyzes, coordinates and prepares specifications to meet the technical needs of various departments for equipment and services.
Advises department and division personnel on purchasing matters. Assists in the preparation of annual vehicle replacement budget.
Prepares requisitions for goods and services and determines appropriate method of procurement.
Collects information needed to initiate the bid/proposal process, including specifications from multiple vendors and internal use and performance data.
Acts as liaison between vendors and City departments including the Purchasing division.
Meets with City departments to substantiate equipment needs. Collects vehicle use, cost and performance data for use in these meetings.
Writes specifications, prepares solicitation proposals, obtains purchase orders, writes, reviews and negotiates City and vendor contracts.
Negotiates contract fees, scope of work, and contract terms.
Maintains various contract and purchasing records.
Facilitates meetings, interviews and training sessions for internal and/or external customers.
Receives and analyzes quotations, bids and proposals for relative prices and consistency with specifications.
Assists in verifying quality of goods and services and verifies pricing.
Manages vendor and internal customer service and support.
Assists with marketing of surplus equipment.
Other duties as assigned.
