What are the responsibilities and job description for the Administrative Assistant II - Assessing position at City of Rochester Hills?

This position is responsible for providing administrative and program support to the department and exemplary customer service to the public.

This is an AFSCME, Local 2491 position. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
  1. Provides first line customer service to internal and external customers in a professional, courteous and tactful manner.  Addresses and resolves customer questions and concerns in person, by telephone and in writing.   
  2. Processes incoming and outgoing departmental mail.
  3. Composes routine correspondence; proofreads and edits documents that may contain sensitive personal information; enters, scans, updates, and maintains information in spreadsheets, databases, and reports.
  4. Creates and maintains filing and record systems, provides retention of records as required; and assists with records requests.
  5. Accepts, reviews, and prepares land divisions for processing; develops letters of acceptance or denial; and updates applicable databases.
  6. Processes property transfer affidavits, principle residence exemption, and warranty deeds, using state guidelines, laws and assessing procedures.
  7. Processes payroll, blanket purchase order invoices, and purchases utilizing purchase cards.  Orders supplies.
  8. Imports monthly building permit data into Assessing database; prepares documents for field work.
  9. Draws structural footprints utilizing electronic drawing software to transfer hand drawn sketches to electronic format.
  10. Performs data entry and proofreading.
  11. Serves as backup secretary to the Board of Review.
  12. Reviews state bulletins for procedural changes and applies updated information to the Property Tax Exemption process.
  13. Tracks sales within the City using various media and computer resources.
  14. Other duties as assigned.
MINIMUM REQUIRED QUALIFICATIONS
  • Associates degree or two (2) years of college course work in an administrative assistant or office management related program; AND three (3) years of experience in progressively responsible administrative support positions; OR
  • High School diploma or GED equivalent AND eight (8) years of experience in progressively responsible administrative support positions.
 
OTHER REQUIREMENTS
  • Intermediate proficiency with office computers and related applications to perform word processing, and data entry for computer-assisted mass appraisal (CAMA) system.
PREFERRED QUALIFICATIONS
  • Knowledge of computer-assisted mass appraisal (CAMA) system.
PHYSICAL REQUIREMENTS
 
  • This work involves occasional lifting of up to 25 pounds within a limited range for access to storage boxes; work regularly requires sitting, frequently requires standing, speaking or hearing, and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work has no exposure to environmental conditions.
  • Work is generally in a moderately noisy office setting (e.g. business office, light traffic). 
Examination Information:
 
Performance Test:  To evaluate intermediate skill with Word and Excel (70% passing).
 
Oral Evaluation of Qualifications:  To evaluate technical knowledge, decision-making/problem solving skills, employment history, communication skills, and other factors related to successful performance in this position.
