Nature of Work
With the administrative guidance of the Community Development Director, the Planning Supervisor is responsible to manage, plan, coordinate, monitor and guide development planning and zoning administration. The incumbent is responsible to provide leadership and direction to a planning team and will organize, develop, administer and monitor work programs, agreements, and ensure quality control. The planning supervisors will develop and implement program policies and procedures. This individual will be part of the management team and supports the director with projects as assigned.
Pay: Hiring range is $91,918 to $108,139, with the opportunity to advance to $135,175 based on time in the role and successful performance.
Education and Experience
A Bachelor's degree in municipal and regional planning, urban planning, public administration, business administration, or a related field from an accredited college or university with five years of municipal planning, economic development, or community development experience including a two years of providing leadership and direction to both professional and support employees.

A Masters degree with requisite experience sufficient to successfully perform the essential duties of the job may also be considered at the discretion of the hiring manager.
OR
An equivalent combination of education to successfully perform the essential duties of the job may be substituted for the required amount of experience.
Licenses
Possession of a valid driver's license

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: sound planning practices and procedures in land use, growth policies, economics, housing, urban design, transportation or other planning programs; urban planning and development and local government policies and procedures; specialization such as land use planning/zoning, transportation planning, environmental planning, urban design, housing, historic preservation or economic development; research methods and statistical principles related to urban growth and development; the laws related to land use planning ; integrated land use development strategies; statistical techniques and GIS applications; environmental issues as related to planning and development review processes; principles, practices, techniques of urban planning, budget and performance management; recruitment and selection processes; effectively teaching, leading and directing the work of others while motivating and developing employees in alignment with organizational goals; applicable city, county, state and federal laws, codes, ordinances, and regulations; administrative principles and methods, including goal setting, program development and implementation, budget preparation, administration, and employee supervision; and employee safety principles and practices.
Skill in: planning, organizing, assigning, directing, reviewing and evaluating varied community development activities; developing, implementing and interpreting policies, procedures, goals, objectives and work standards; analyzing and managing complex problems, evaluating alternatives and making creative recommendations; developing and using appropriate organizational models and computer hardware/software systems for gathering, analyzing, and reporting program, management, environmental and safety information; the use of current technology, including professional office software and geographic information systems; communicating concisely and effectively in both oral and written formats; resolving conflicts, tensions, and complaints fairly and successfully; presenting complex material in an understandable manner; using common office software including Microsoft Office.
Ability to: interpret and explain complex laws and regulations; be innovative, detail-oriented, experienced in highly visible/controversial projects; be committed to a team working environment; apply urban design concepts to development proposals; present programs and specific recommendations for various areas and political subdivisions; coordinate and consolidate the efforts of supporting units; apply planning principles to complex problems; develop and support a customer focused systematic process to achieve goals; provide outstanding customer service both internally and externally; exercise sound independent judgment within general policy guidelines; see the big picture while being a creative, strategic, and innovative thinker; establish and maintain positive working relationships with those contacted in the course of the work, including citizens, contractors, developers, and others; represent the City effectively in meetings with others; prepare clear, concise and competent reports, correspondence, and other written materials.
