The Chief Data Officer (CDO) is responsible for overseeing the implementation of the City of Rochester’s data strategy and related performance and evaluation initiatives. The CDO is a senior-level position reporting to the Deputy Mayor but will collaborate on strategy and policy with senior leaders in the IT Department and will provide consultation to senior leaders across the enterprise.
The successful candidate will possess the core competencies, skills, and passion to effectively advise the Mayor and Senior Management Team on practical data applications, program and process evaluations, and the implementation of evidence-based decision-making citywide. This candidate is also responsible for advising leadership across the City on evidence-based policy implementation to best serve Rochester’s residents.
CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.
- Fosters a data-driven culture in the City, ensuring strategies, tools, and procedures are in place to enhance awareness, understanding, and use of data for decision-making and analysis.
- Oversees data and performance initiatives for the Administration. Leads efforts to connect data and evidence to policy, program design, and government operations within the City of Rochester.
- Represents the Administration on the Data Governance Committee, and works with Committee Chair and subcommittee leadership to drive outreach on and adoption of the City’s data policies, standards, processes, procedures and tools.
- Works with Department leadership citywide to periodically assess their data maturity and capacity. Uses these assessments to create individual workforce and development plans to drive improvement across the organization.
- Advises senior leaders on the efficient and effective use and management of data and data systems.
- Assesses the data needed by City units to inform policy, program, and budget decisions.
- Cultivates relationships with City leaders, staff, and stakeholders to effectively measure resident-level outcomes and impacts of City policies and programs.
- Assists Department leadership in using this data to drive operational improvements.
- Serves as a champion to City staff regarding what evaluations are, the value of conducting them, the differing types of and varying qualities of evaluations or analyses, etc.
- Creates and implements a citywide evaluation policy and guidelines.
- Working with the IT Department, champions the use of technology in the data environment and provides a vision for the development of a robust and scalable data strategy.
- Spearheads collaboration between the Administration, local researchers, and other community stakeholders interested in advancing evidence-based policies and programs in Rochester.
- Works with City Departments and IT staff to guide the extraction, preparation, and publishing of data to the City’s data platforms.
- Makes recommendations for modernizing legacy systems and assures new solutions provide timely, useful, and clean data.
A. Five (5) years of experience where a key function of job responsibilities included effectively communicating technical information to a non-technical audience, AND B1. Master's degree in computer science, Information Systems, Statistics, Public Administration, Data Analytics, or a related STEM field, plus four (4) years of experience carrying out data analysis, program evaluation, lean process improvement, data management, and / or management consulting.
ORB2. Bachelor's degree in computer science, Information Systems, Statistics, Public Administration, Data Analytics, or a related STEM field, plus six (6) years of experience carrying out data analysis, program evaluation, lean process improvement, data management, and / or management consulting.
ORB3. A bachelor's degree in any subject, plus eight (8) years of experience carrying out data analysis, program evaluation, lean process improvement, data management, and / or management consulting.
NOTE: In meeting the requirements of A. and B. experience acquired concurrently will be accepted.
