What are the responsibilities and job description for the Engineer IV/Water position at City of Rochester (NY)?

This is a professional; engineering position in the Department of Environmental Services, Bureau of Water. Employees of this class act as project managers responsible for coordinating all activities and supervising all staff associated with the design and construction phase of complex municipal water design projects. Employees of this class have wide latitude in decision making, with the most critical decisions reviewed by the managing engineer. This class has an emphasis on water systems, and not street design or construction. Related work is performed as required.

This is a Competitive Class position.  The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
 
 A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three.  (See  "http://www.cityofrochester.gov/article.aspx?id=8589935786" Provisional Appointment - FAQ's) If you are already a City employee and have permanent, competitive status in your current position and appointment to this title would result in a provisional appointment in another department, you will lose your previous permanent competitive rights.
 
CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE. 
  • Prepares request for proposals, contract plans and technical specifications.
  • Evaluates consultant designed plans for water system improvements and evaluates impacts to the water system by projects that might impact the water system.
  •  Insures compliance with City Water Bureau standards and mandated public health and environmental standards and regulations.
  • Prepares plans, layout drawings, specifications, and detail sheets for projects using AutoCAD. 
  • Prepares construction cost estimates, project and construction schedules.
  • Coordinates and supervises the design and bidding process. 
  • Evaluates bids, contracts, and proposals.
  • Identifies alternative designs for completing a project. 
  • Prepares studies showing cost effectiveness.
  •  Develops project schedules and evaluates the impacts of other alternatives.
  • Recommends policies and procedures to improve the efficiency and economy of operation.
  • Schedules meetings with staff, consultants and contractors in the normal course of design and construction of a project. 
  • Schedules meeting and coordinates meetings with other governmental agencies and other City divisions.
  • Supervises and conducts physical; infrastructure inspections of construction, recommends appropriate material testing. 
  • Identifies deficiencies and recommends corrective actions. 
  • Provides documentation of all deficiencies and corrective action.
  • Supervises inspection staff. 
  • Monitors work performance of subordinates. 
  • May oversee construction activities in the field.
  • Prepares and makes presentations to City management, superiors, staff, contractors, consultants, and public.
  • Prepares contractor payment applications and recommends approval or disapproval of payment. 
  • Prepares change orders and evaluates contractor’s proposals for extra work.
  • Negotiates work and price with contractors/vendors.
  • Identifies training needs of staff.   
  • Supervises and oversees physical inspections and tests of construction and material testing. 
  • Analyzes tests results and identified corrective actions that needed to resolve deficiencies.
  • Prepares project progress and status reports and monthly reports. 
  • Authors’ construction progress reports and evaluates contractor’s compliance to specifications and contract schedule.
  • Prepares payment applications and recommends approval or disapproval of contractor’s payment. 
  • Negotiates change orders including changes in contract time or extensions to contract.
  • Is knowledgeable of City safety policies, OSHA, and PESH regulations.
  • Prepares maintenance and protection of traffic plans related to Water Bureau projects. Obtains approval from Monroe County traffic Engineering and the Traffic Control Board.
  • Performs inspection of the water system’s concrete structures (dams, spillways, vaults, etc.), identifies deficiencies and corrective measures.
  • Assists in the hydraulic evaluation of the water system using the InfoWater Hydraulic Computer model.
High school diploma or G.E.D., AND either 1A OR 1B PLUS 2:

1.A) Bachelor’s degree in Civil Engineering AND five (5) years of professional civil engineering experience, two (2) years of which must be in the design or execution of water system construction, in areas such as main or conduits, reservoirs or dams, metering, backflow prevention, hydraulic modeling, or control systems.    OR

1.B) Bachelor’s degree in Mechanical, Chemical, or Sanitary Engineering or closely related field AND six (6) years of professional engineering experience, two (2) years of which must be in the design or execution or water system construction, in areas such as main or conduits, reservoirs or dams, metering, backflow prevention, hydraulic modeling, or control systems.

PLUS

2.) Two (2) years experience supervising professional or technical staff in the completion of civil engineering design or construction projects.
 
NOTE:   Supervisory experience in 2 may have been acquired concurrently with 1A or 1B.
A Professional Engineer’s license may be substituted for two (2) years of engineering experience.

SPECIAL REQUIREMENTS:
Possession of a valid N.Y.S. Class D Operator's license at time of appointment.
This license must be maintained throughout employment in this position
