Senior Financial Analyst - Payroll
Nature of Work
The Senior Financial Analyst performs a variety of professional, high-level accounting and payroll functions, assists with both preparation of the City of Rochester's annual budget process and completion of quarterly and yearly Federal and State reporting. In addition, this position delivers support and financial testing for the City's multiple collective bargaining agreements, monitors changes for accuracy, and provides account analysis as assigned.
This position has a hybrid option, where teammates can work from home a few days a week, if they elect to. Starting Salary is $81,197 to $88,361 depending on qualifications, with advancement to $119,409.

*Cooperatively accomplish payroll functions for the City of Rochester, ensuring that all processes are executed appropriately, in a timely and accurate manner, and in accordance with Federal, and State laws.- Implement collective bargaining agreement modifications and continuous improvements.
- Support payroll-related project work.
- Reconcile and report quarterly and yearly payroll information as required by Federal and State laws.
- Monitor and review federal and state payroll laws, and implement any needed changes to procedures or payroll software applications and ensure payroll issues are resolved in a timely and accurate manner.
- Calculate proper income tax withholdings for exceptions such as terminating and hiring employees.
- Audit payroll entries (such as retro pay, governor's cap, workers compensation, benefit enrollment, and timecard entry) for accuracy and completeness, and process timely bi-weekly payrolls to ensure accurate payment to employees in compensation for their work.
- In coordination with Information Technology and Human Resources, develop and modify accounting programming setup for new pay types, deductions, benefits, and/or accruals.
- Update certain deduction/benefit/accrual (DBA) tables with annual data revisions.
- Review multiple union contracts and implement necessary payroll accounting procedures and payroll software modifications.
- Offer input to the Human Resources Director on labor negotiation proposals for the purpose of streamlining operations and administrative efficiencies.
- Create and provide payroll related reports to department and managerial staff as requested.
- Review and reconcile transactions related to payroll payables.
*Assist senior management with the preparation and coordination of the annual employee services budget for City departments/divisions. - Prepare estimated employee services budget, which consist of multiple unique collective bargaining agreements, payroll withholdings, benefits, retirements and approved positions. Construct the City employee services budget according to federal and state withholdings.
- Analyze and calculate "what if" scenarios and projections for select City management.
- Review and analyze the budget estimates provided by select City departments. Work with various division/department heads to resolve questions and issues.
- In conjunction with the Director of Human Resources, Director of Finance/IT, City Administrator and the Assistant Finance Director, analyze and prepare wage negotiation proposals as well as health and dental benefits for union contracts.

EducationBachelor's degree in Finance or Accounting ExperienceThree (3) years of accounting experience, focused on internal controls, financial cost analysis, budgeting, and financial work with at least one (1) year focused on payroll
Licenses and/or CertificationsValid driver's license
Desirable QualificationsCertified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Management Accountant (CMA) designations.
