General Description:

The purpose of this position is to provide safe and timely transportation to the City of Rock Hill citizens, students and visitors on fare-free electric transit buses throughout the City on designated routes. Para-transit transportation service will be provided to City residents and visitors in compliance with the Americans with Disabilities Act through an approval process. This position requires a thorough knowledge of passenger safety, the ability to maintain courtesy under stress, while dealing with the public and representing the City in a positive manner.

Minimum Training and Experience:

Graduation from high school or GED equivalent and some experience in the operation of commercial vehicles and passenger transport. The equivalent combination of education and related work experience may be considered.

Special Certifications and Licenses:

Must possess and maintain a valid Class B CDL with Passenger and Airbrake Endorsements with a good driving record acceptable to City standards.

Desirable Knowledge, Skills and Abilities:

• Must be knowledgeable regarding bus operations, CDL requirements, safe driving techniques and basic mechanical functions.
• Knowledge of public transit operations.
• Knowledge of safe driving principles and an ability to detect hazards and to recommend corrective actions
• Ability to be a professional representative of Rock Hill Transit and its management.
• Ability to work any shift assigned (including early mornings, days, nights, weekends, holidays).
• Ability to communicate effectively both orally and in writing, including the ability to interpret technical information.
• Ability to use independent judgment when appropriate in routine and non-routine circumstances, and in critical situations.
• Ability to exercise discretion properly and responsibly notify the transit administrator when circumstances present the need.
• Ability to establish and maintain good relations with all the City departments, supervisors, co-workers and the public.
• Ability to deal courteously and effectively with representatives of other organizations and the public.
• Ability to prepare clear, concise, and complete documents.
• Ability to walk extensive distances throughout the day from the main building to the back parking lot where buses are housed.
• Ability to work safely at all times, participate in safety training courses, notify management of any safety concerns, and ability to recognize and notify management about any customer service issues that pose a safety risk.
• Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
• Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

The essential functions include, but are not limited to the following:

1. Complete training and development classes as provided by the Director/Supervisor.
2. Safely and proficiently transport passengers on City buses along designated routes, stopping at designated stops for passenger boarding and exiting.
3. Perform pre-trip and post-trip inspections of transport vehicles for mechanical and/or safety issues.
4. Maintain a working knowledge of streets, routes, and bus stops within Rock Hill Transit coverage area.
5. Provide accurate information about the City to the public and courteously answer questions.
6. Resolve transit related passenger concerns and practice defensive driving habits.
7. Adhere to tight time schedules under varying weather and traffic conditions and still operate the transport vehicles in a safe and courteous manner.
8. Interact with the general public and all Rock Hill Transit passengers in a professional and courteous manner, regardless of the actions of the passengers.
9. Assist in the boarding and alighting passengers with disabilities including the use of four point securing of wheelchairs and scooters and affixing of shoulder and lap belts.
10.  Maintain knowledge of and strict adherence to all Rock Hill Transit operating rules, policies, and regulations.
11. Announcing designated stops in accordance with the Americans with Disabilities Act and Rock Hill Transit procedures.
12. Accurate and legible completion of accident and incident reports, as required.
13. Clearly conduct radio communications with other Rock Hill Transit vehicles and dispatch.
14. Must be flexible and dependable.
15. Ability to maintain effective working relationships with others.
16. Some outside working hours may be required for special events or training.
17. Performs all other duties as may be required to meet organizational needs.
