ILLINOIS CRIMINAL JUSTICE INFORMATION AUTHORITY(ICJIA)/R3 OUTREACH ORGANIZER

NATURE OF WORK

This position serves as the Outreach Organizer for the Restore, Reinvest, and Renew (R3) Grant. The Outreach Organizer will be responsible for community outreach to residents residing in R3 zones in Rockford regarding Domestic Violence and FPC services.

GRANT FUNDING ADVISEMENT

This position is 100% funded by a grant from the Illinois Criminal Justice Information Authority (ICJIA). Grant funding for the current grant period expires in March 6, 2024. Acceptance of this position shall not be construed as a guarantee of employment beyond the grant-funded period.

DISTINGUISHING FEATURES

The Outreach Organizer will dedicate 100% of their time to by using a variety of methods which includes distributing brochures and pamphlets in neighborhoods, attending one-on-one meetings with key stakeholders and residents, conducting remote meetings, focus groups, and listening sessions, undertaking assessment, monitoring, planning, advocacy and linking with housing, long term case management, rehabilitation and support services that specifically address the needs of FPC clients who have experienced domestic violence, sexual violence, human trafficking, child abuse or elder abuse.

ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)

Provide a high quality practical and emotional support to those living in the community who are currently living with, or have lived with, domestic abuse/violence. This will include conducting needs assessments and intakes, running support groups, working alongside other FPC staff and partner agencies, and providing case management, which will include assessing needs and eligibility for job training, necessities such as clothing/food, educational resources, childcare programs, and counseling services. Outreach Workers will conduct community outreach to educate residents residing in R3 zones in Rockford on Domestic Violence and FPC services by using a variety of methods, which includes distributing brochures and pamphlets in neighborhoods, attending one-on-one meetings with key stakeholders and residents, conducting remote meetings, focus groups, and listening sessions. Attend neighborhood meetings & activities that bring residents together to work on shared ideas, issues of concern, new opportunities, & special projects to make their neighborhoods and homes free of domestic violence. Complete grant goals and objectives according to proposed timelines, including: providing high quality practical and emotional support to survivors living in the community who are currently living with, or have lived with, domestic abuse/violence, while adhering to trauma informed and survivor driven principles and policies of the FPC; treating all clients, staff and FPC partner agency personnel with kindness, dignity and respect. This will include conducting survivor needs assessments and intakes, leading and supporting focus groups and interviews with persons with lived experience, working alongside other FPC staff and partner agencies, and providing support to case managers. FPC Outreach workers will coordinate & implement educational workshops at Rockford Housing Sites, community centers, community events, churches, and resource fairs. (Includes meeting w/ residents, planning, implementation & providing ongoing support). Attend neighborhood meetings & activities that bring residents together to work on shared ideas, issues of concern, new opportunities, & special projects to make their neighborhoods and homes free of domestic violence. FPC Outreach Workers will represent FPC at neighborhood association meetings, community partner’s meetings, & special events. Complete and maintain client records that document services provided. Complete all other tasks and duties as assigned and required by the Project Manager.

SUPERVISION RECEIVED

Works under the supervision of the Project Manager.

SUPERVISION EXERCISED

This position does not require supervisory duties.

WORKING CONDITIONS & PHYSICAL DEMANDS

Work is performed primarily in a variety of settings, including within the community and various locations to meet client needs of support and advocacy. Work activities occur in a fast paced, high demand environment at times.

SUCCESS FACTORS (KSAs)

Thorough knowledge of domestic violence and human trafficking prevention efforts, including best practice prevention efforts and strategies.

Comfortable working in a collaborative manner in a fast-paced environment with multiple organizations. Sensitivity to the concerns of partner organizations, willingness to receive and use feedback in program design, interpersonal interactions and policy development.

Ability to express ideas effectively orally and in writing, to conduct research, and to prepare clear and concise reports.

Ability to establish and maintain effective working relationships with city employees, other government agencies, law enforcement, the general public, and community organizations.

Skill in the use and care of a personal computer.

Ability to ask for help and support.

Ability to treat clients, staff and partner agencies with kindness, dignity and respect in challenging circumstances and conditions.

Strong communication and interpersonal skills.

EDUCATION, TRAINING & EXPERIENCE

High School graduation or GED. Education or training from an accredited college or university in social services or human services and experience with case management, community engagement, social service, grass roots organizations, or the equivalent preferred. Forty (40) hours domestic violence training, FPC Orientation Training and other training in confidentiality and mandated reporting and have knowledge of the Family Justice Center movement and the purpose of this model and service delivery. Thorough knowledge of how systemic racism and the disenfranchisement of persons living within the R3 zones has impacted those person’s ability to recover from family and sexual violence and live a life free of trauma and violence.Knowledge of best practice interventions for persons who have experienced systemic racism and are in trauma from domestic or sexual violence, child or elder abuse or human trafficking. Persons living or having lived in an R3 Zone and with lived experience with systemic racism, domestic or sexual violence, child abuse or human trafficking preferred. Any satisfactory equivalent combination of education, experience and training, which ensures the ability to perform the work, may be substituted for the required experience.

NECESSARY SPECIAL REQUIREMENTS

Possession of a valid Illinois driver’s license.

Forty (40) Hour ICADV Domestic Violence training (may be completed within 30 days of hire)

Residency Requirement:

Modified November 15, 2021: All employees (except Police Sworn and Fire Sworn) hired on or after June 1, 2018 shall reside anywhere in Winnebago County or within fifteen (15) miles of Rockford City Hall (425 E. State Street Rockford, IL 61104) within six (6) months after their introductory.
