Public Services Director
The City of Roxboro (8,157) currently has an opening for a Public Services Director. Roxboro is situated in Person County, which is located near the Virginia border and just a short drive from Raleigh, Durham, and Greensboro.
Performs difficult professional, technical, and administrative work planning, organizing, and directing a variety of public works and public utilities activities for the City. An employee in this class plans, organizes and directs the work of employees engaged in a wide variety of municipal operations and services including engineering services; water and sewer line construction and maintenance; water and wastewater treatment; street maintenance and repair; sanitation services; and the garage. The employee provides technical advice and assistance including some engineering design work to the City Manager and the Council in the improvement of utilities, streets and other infrastructure, and insures that modern, safe, effective and efficient practices are utilized by municipal work crews. Work also includes contract management, handling citizen issues, and budget and personnel administration of the department.
Job Duties:
- Manages and plans the activities of all public works and utilities department staff; ensures coordination of activities with other departments.
- Reports to and advises the City Manager and officials on public works and public utilities projects and activities.
- Researches and recommends operational changes to the City Manager.
- Performs selection, promotion, training, counseling and disciplining of department personnel; meets frequently with supervisors and superintendents to solve more complex problems; sets priorities and deadlines, and provides guidance and direction.
- Makes field inspections of public works projects to review progress and ensure completion; performs plans and subdivision review.
- Engages in considerable personal contact with citizens concerning service requests and complaints; investigates and decides or recommends actions; coordinates projects with other departments; attends City Council meetings to represent the department.
- Prepares and reviews departmental operating budget; monitors and approves expenditures.
- Supervises changes in regulations regarding water, wastewater, storm water, safety and other related issues.
- Plans, organizes, and monitors a variety of contracted work; coordinates with engineers and contractors.
- Prepares or works with engineering technician to obtain engineering design work for various plans and projects as directed by the City Manager.
- Serves as Stormwater Ordinance Administrator.
- Coordinates with Planning Director to provide technical review of development plans.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities
- Thorough knowledge of the principles and practices of public works and utilities administration, planning and construction.
- Thorough knowledge of related City policies, State and Federal laws and regulations.
- Thorough knowledge of the equipment and materials used in the construction, maintenance and repair of water and sewer lines, streets, and other infrastructures.
- Thorough knowledge of related engineering principles and practices.
- Thorough knowledge of civil engineering design principles and ability to apply them to designated projects.
- Considerable knowledge of governmental budgeting, personnel and purchasing practices.
- General knowledge of the principles and practices, laws and regulations relating to supervised functions.
- Ability to supervise staff including effective communications, motivations, staffing, and coaching.
- Ability to prepare complex and detailed records and reports.
- Ability to oversee the updating of City maps in GIS with Utility data.
- Ability to maintain effective working relationships with City officials, other public officials, employees, contractors and the general public.
- Ability to present ideas effectively in oral and written forms.
- Ability to communicate effectively in oral and written forms.
Salary:
Requirements:
- Graduation from an accredited college or university with a bachelor's degree in civil, electrical or environmental engineering or related field
- Considerable experience in a responsible management position in the public works or utilities field
- or an equivalent combination of education and experience
- Possession of the Professional Engineer certification in North Carolina, or equivalent
- Possession of a valid North Carolina Driver’s License
