The Salem Airport is searching for an Airport Security Manager to oversee all airport security related duties, specific to supervising the airport security program, conducting security compliance inspections, implementing actions, facility protection and other equivalent security programs, and ensure the airport's compliance with state, federal, and local regulations. The Municipal Airport is a 24/7 operation. This position is critical to the efficient, effective, safe, and secure operation of the Salem Airport. You will be managing security training, recommending, and developing programs as require by new regulations or laws, including training programs, maintaining and auditing records, and budget preparation.

What you will do:
The Airport Security Manager will be responsible for ensuring compliance as required by the Federal Aviation Administration (FAA), and associated Transportation Security Administration (TSA) Security Directives that guide the Airport Security Program. You will be supervising the local regulations and the Salem Airport credentialing/badging and training center operations and working closely with Homeland Security Executive Staff and Managers. Work is performed under general direction of the Airport Manager and requires the ability to effectively interact both internally and externally, conduct public engagement, outreach and training, and use considerable initiative and judgement.

This is a highly responsible work ensuring the Airport is in full compliance with all sections of the airport security program. This is accomplished by developing, implementing, and maintaining security-related policies and procedures.

What you will bring along:
Knowledge of security and access and control systems. Understanding of access levels and functionality of systems. Knowledge of surveillance system and video capturing systems.

What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and a driving record that meets the City of Salem's driving standards.
  • Bachelor's degree for higher rom an accredited college or university in business, public administration, or airport management with course work in airport security, commercial aviation, or a related field, and five years of progressively responsible related professional experience, preferably in the commercial aviation industry or aviation operations/security, including one year of supervisory work experience or program management experience, or any combination of education, experience, and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Additional qualifying professional level experience in a related field may substitute for two of the five years of work experience required.
  • Must pass a TSA fingerprint-based criminal history background check.
License or Certificate:
  • Currently possess, or successfully complete within three months or first available training, AAAE Airport Security Coordinator and TSA Trusted Agent training.
  • Currently posses, or successfully complete within six months or first available training, the American Association of Airport Executives (AAAE) Basic Airport Safety and Security Specialist (ASOS) School.
  • Currently possess, or successfully complete within one year or first available training the American Association of Airport Executives (AAAE) Advanced Airport Safety and Operations Specialist (ASOS) School.
Additional information on job responsibilities:
  • Supervises of all mandated inspections and I.D. challenges as directed by TSA. Incorporates security requirements into monthly employee and tenant training program.
  • Maintain and organize files, records and documents, write management reports, analyze and resolve problems, evaluate effectiveness workplace processes and recommend modifications and improvements.
  • Manage the airport security program, lead airport security meetings, plan, schedule and facilitate emergency response and security exercises in keeping with TSA requirements.
  • Develops, implements, updates/maintains, and distributes the Airport Security Plan (ASP) and the Airport Emergency Plan (AEP) including recurrent training and record keeping, the Airport construction security program as required by Federal and State regulatory agencies in accordance with 49 CFR 1542 and similar regulations..
  • Meets consistently with Homeland Security Assistant Federal Security Director, Homeland Security Aviation Security Inspector, and local TSA Management to enact, enforce, and improve security policies and practices.
  • Meets consistently with Airline Managers and other tenants to update and ensure compliance with security policies and practices.
  • Plans, coordinates, and oversees annual TSA audit and other inspections.
  • Requisitions supplies, equipment, and materials, maintains contact with vendors, negotiates work with outside contractors, assist with the preparation of requests for proposals (RFPs), requests for qualifications (RFQs), bid specifications, evaluation of responses, and selection of successful bidders.
  • Manages security and other lease agreement compliance of Airport tenants including, but not limited to airlines, concessionaires, fixed base operators, and general aviation.
  • Attends and serves on a variety of committees and task teams, conducts crew safety and security meetings and inspections, conducts tenant safety and security meetings.
  • Responds to and resolves airport related emergencies and critical operational needs as required.
  • Investigates complaints and recommends corrective action as necessary to resolve complaints.
  • Transportation Security Administration and Federal Aviation Administration rules, regulations, and security directives governing the aviation transportation system. These include 49 CFR Parts 1520, 1540, 1542, 1544 and Part 139.
  • Airport credentialing processes and control required by the Transportation Security Administration.
  • Principles associated with the commercial aviation industry including safety, gate, and ground security.
  • Principles and procedures of budget preparation and administration. Safe work practices, including OSHA rules and regulations.
  • FAA Federal Aviation Regulations Parts 77, 49 C, 139, and FAA advisory circulars related to airport security, maintenance, construction, winter security, ARFF, and Airport Improvement Program.
  • When necessary, may act-in-capacity for Airport Operations Manager or Airport Manager.
  • Work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, mist and gases or other airborne matter.
