Under general direction, is responsible for assisting The Street Engineering and Infrastructure Management Team, in managing the contractual street maintenance program – a component of the City's five year Infrastructure Management Program (IMP). This position will assist the respective Public Works Manager in planning, scheduling, and directing the maintenance, construction, and administrative activities of various projects using three key applications Mill and Overlay, Reclamation and Reconstruction with a projected budget of approximately $55 million dollars. Working conditions are in an office and field environment. Exercises direct supervision over assigned staff.

- Assists Project Manager managing Street Reconstruction and Reclamation projects under 5-yr Infrastructure Management Program (IMP) and coordinate activities between various divisions, City departments, and public agencies.
- Plans and directs construction and maintenance of related activities of the division; supervises assigned employees in the development, construction, and maintenance of Street Maintenance Program. Provides work direction to assigned projects, including scheduling, assignment of work, and review of project efforts.
- Monitors project expenditures, milestones, and critical dates to identify potential risk to of project schedule; identifies ways to resolve schedule issues; keeps management current on any changes.
- Participates in construction related meetings (including pre-bid and pre-construction) with contractors, consultants, state agencies, and utility providers to ensure projects are completed timely, efficiently, and in accordance with plans and specifications.
- Plans, assigns, and coordinates all phases of construction project activities with City departments, consulting engineers, and utility companies. Evaluates contractors' construction performance and monitor daily progress.
- Prepares detailed engineering calculations and design specifications for various Street Rehabilitation projects to include cost, time, materials, equipment, and labor estimates.
- Prepare and review bid packages for Overlay projects. Attends pre-bid conferences; analyzes bid results; makes recommendations on accepting/rejecting bids.
- Prepares analysis reports of assigned engineering projects including site assessments.
- Conducts public meetings and various public relations tasks including responds to citizen inquiries and complaints regarding assigned projects.
- Coordinates with design consultant and other divisions, departments, or municipal agencies on projects under design.
- Assists in preparing division budget.
- Implements changes involving the utilization of equipment, personnel, and materials.
- Ensures proper care and maintenance of equipment.
- Responds to citizens' inquiries regarding division projects.
- Performs related duties and fulfills responsibilities as required.
- Associate Degree from an accredited college or university.
- Five (5) years of increasingly responsible experience in planning and supervising the safe operation of medium or heavy equipment, project construction, or applicable maintenance activities.
- Two (2) years of administrative or supervisory responsibility.
- Valid Class 'C' Texas Driver's License.
- Experience with construction and maintenance practices related to construction and maintenance activities.
- Knowledge of engineering mathematics.
- Experience with surveying and GIS mapping.
- Knowledge of street failures, distress identifications, and proper street applications.

One year of higher education is defined as 30 credit hours completed at an accredited college or university.
