Housed within the City Manager's Office, the Office of Economic Development and Cultural Affairs (OEDCA) leads implementation of San Jose’s economic strategy. OEDCA and has four integrated divisions:  Business Development, Workforce Development (work2Future), Real Estate, and the Office of Cultural Affairs.

OEDCA’s Business Development Division is the primary contact for the City’s business community. Annually, the team interacts with over 350 of Silicon Valley’s most dynamic and innovative companies – large and small, helping them succeed and grow. In addition to proactive outreach with business, the team is responsible for management of the City’s economic strategy, business support programs, foreign direct investment strategy, business communications and marketing, and downtown development, as well as providing leadership and support across the City’s Community and Economic Development Service Area.


As part of its response to the effects of the COVID19 pandemic, the City established the Small Business team within the Business Development Division.
 
The Small Business Executive Analyst is one of the 7-member Small Business team within the Business Development Division in OEDCA responsible for small business engagement and support. The position requires spoken and written fluency in Spanish.
 
The Small Business Executive Analyst is the project manager for the City’s support to the vendors located at the Berryessa Flea Market. This requires maintaining an effective working relationship with the members of the Flea Market Advisory Group, working with OEDCA colleagues evaluating potential sites and related property issues, managing consulting contracts and other services, responding to information requests and drafting reports to the relevant City committee and City Council. 
 
In addition, the position will support small business team colleagues on direct business outreach, support neighborhood business associations, manage contracts and grant funded services, provide access to information and services, and be a conduit to partner organizations. 
 
The position will be required to work collaboratively with business professionals, existing team members, senior City staff and elected officials, and will likely be required to speak or present at events and public meetings. 
 
The position also supports the broader work of the Business Development Division including:
 
  • Providing connections and information to businesses on local, state, and federal programs,
  • Policy development that supports the strengthening the San Jose business ecosystem,
  • Development and dissemination of business communications and collateral,
  • Implementation of City Council direction on economic-development related policy and programs.
 
The position reports to either an Assistant to the City Manager or Senior Executive Analyst in the Small Business team. This is a limit-dated/overstrength position that is currently funded through June 30, 2025, subject to further extension as appropriate. 
Education and Experience  
Executive Analyst I
Bachelor’s Degree from an accredited college or university in business or public administration or a closely related field.
 
Executive Analyst II
Bachelor’s Degree from an accredited college or university in business or public administration or a closely related field; and two (2) years of increasingly responsible professional staff analytic or administrative experience at the level of Executive Analyst I with the City of San Jose.

Acceptable Substitution
Experience as a Staff Specialist with the City of San José may be substituted for the education requirement on a year for year basis.

  • Initiative - Exhibits resourceful behaviors toward meeting job objectives; anticipates problems, is proactive, and avoids difficulties by planning ahead; displays willingness to assume extra responsibility and challenges; pursues continuing education opportunities that promotes job performance.
 This is a limit-dated/overstrength position that is anticipated to be funded through June 30, 2025, subject to further extension as appropriate. However, should this position be discontinued through the budget process, the City may seek to place you in other internal job opportunities based on your previous work experience. 

Salary : $82,198 - $112,156
