THE POSITION
The City of Santa Barbara Community Development Department is seeking a knowledgeable Senior Plans Examiner. This position is responsible for consulting with contractors, engineers, architects, and the general public concerning the acceptability of drawings submitted for approval to build within the City; reviewing building and structural plans and specifications for conformance to building codes, laws, ordinances and regulations; interpreting codes and reviews requests for code alternates and/or alternate methods of materials and construction; conducting training programs for Plans Examiners and Field Inspectors; advising building inspectors on structural and other building related problems arising in the field during construction. May provide a lead role in flood plain management including drafting reports, evaluating data and researching the City's compliance with Federal Emergency Management Agency (FEMA) guidelines and programs; may provide a lead role for Counter staff as the Counter Coordinator.

Distinguishing Characteristics
This classification is distinguished from the Plans Examiner, 1) by the assignment of providing a lead role in flood plain management including drafting reports, evaluating data and researching the City's compliance with Federal Emergency Management Agency guidelines and programs, 2) serving as the City's building permit counter coordinator, with responsibility for the coordination, assignment and review of plan review and permit activities, or 3) has the necessary qualification and/or experience to conduct all aspects of the plan checks of commercial or multi-family residential projects.

This classification is distinguished from the Senior Plan Check Engineer in that incumbents in this class do not review the most difficult or complex structural or civil engineering plans.

  • Pertinent Federal, State, and local laws, codes and regulations related to the plan checking and building construction.
Ability to:
  • Interpret building plans, blueprints and specifications.
  • Understand and interpret building, electrical, plumbing, and mechanical codes and ordinances.
  • Perform field inspections of buildings.
  • Collect, evaluate and report on technical compliance issues relative to flood plain management
  • Respond to requests and inquiries from the general public.
  • Understand and follow oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:
    • Walking, standing or sitting for extended periods of time
    • Operating assigned equipment
  • Maintain effective audio-visual discrimination and perception needed for:
    • Making observations
    • Communicating with others
    • Reading and writing
    • Operating assigned equipment and vehicles
EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Experience:
Four (4) years of experience in reviewing complex building, grading, electrical, structural, and/or mechanical plans, or a combination of years of experience as a certified plans examiner and as a certified building inspector that would total four (4) years overall experience with a governmental agency.
 
Previous experience as a Calif. licensed Architect or contractor is desirable.

Education and/or Training:
Equivalent to the completion of the twelfth grade. Additional specialized training in structural, electrical, mechanical, civil engineering or a related field is desirable.

License, Certificate and/or Other Requirements:
Possession of, or ability to obtain, an appropriate, valid Calif. driver's license.
Possession of an ICC Plans Examiner Certification.
Licensed as a California Architect/Engineer is highly desirable.
