The Information Technology Director is a professional management position responsible for planning, organizing, and executing all aspects of the IT Department. The department is a highly effective and customer service focused department that not only supports the day to day needs of all City staff, but partners with departments to accomplish their technological goals and priorities. Functions of the IT Department include design, development, implementation, maintenance, and support of the following technological resources: applications and systems, network safety & security, computer systems, geographical information systems, and internet/intranet/extranet systems. The hiring range for this Department Head position is $130,000 to $155,000 annually (DOQ). Position Responsibilities


Department Management. Oversee the selection, training, evaluation, and development of IT personnel. Responsibilities include: assessing and monitoring workload, allocation of duties and responsibilities, reporting relationships, conducting performance evaluations, and working with employees to develop individual goals and objectives.

Organizational Goals. Work collaboratively with the City Manager and Department Heads towards implementing the long-term vision for the City, and toward cooperative problem solving approaches to common issues.

Departmental Goals. Anticipate and plan for IT needs that will support the City and the community. Ensure the development and fulfillment of the Department mission. Develop, promulgate, and implement department goals, objectives, and priorities that correspond to the future needs and interests of the community. Attend and participate in departmental meetings to promote the fulfillment of the mission, goals, and policies of the Department.

Operational Effectiveness. Evaluate the effectiveness and efficiency of department programs. Identify resource needs and plan for acquisition. Ensure that adequate, safe, and efficient equipment is acquired and maintained. Ensure appropriate and efficient allocation of duties and responsibilities to staff.

Budgeting and Financial Management. Supervise the development and administration of the Department's annual budget. Forecast costs for staffing, equipment, materials and supply needs. Implement procedures to monitor department expenditures. Manage large purchases or projects approved by the City Council. Ensure applications are made for grants relevant to IT activities of the City, and ensure the proper administration of grant funds.

Policies and Procedures. Initiate and ensure development and continued upkeep of comprehensive department policies and procedures. Ensure policies are researched and implemented as guided by legal and professional trends. Ensure all affected employees are adequately trained on policies and procedures. Work with other Department Heads, staff, and the City Manager on a regular basis to develop and implement City policies, goals, and initiatives.

Community Involvement. Meet and interact frequently with the general public, elected officials, civic groups and other governmental agencies by advising or providing technical assistance on IT related matters. Represent the department at various public functions and meetings. Present on department activities and IT related topics.

Intergovernmental Contacts. Establish and maintain contact with appropriate federal, state, county, and other city offices to ensure that the City's positions, goals, and priorities are represented accurately and consistently. Communicate with colleagues in other cities regarding mutual interests, and take advantage of mutually beneficial opportunities for collaboration.

Boards, Council and Commissions. Provide support and professional guidance while attending City Council and Council Committee meetings.

Professional Associations. Attend and contribute to various professional associations affiliated with IT management practices to include: MARC Regional Information Technology Management Association, Johnson County Consortium of IT Management, Intergraph Committee of Overland Park and Johnson County, AIMS, and Overland Park Connectivity Committee for local and county agencies. Pursue continuing education through professional organizations and other continuing education programs.

Minimum Qualifications

  • Bachelor's Degree from an accredited college or university with major coursework in information technology or a closely related field, a Master's Degree is preferred.
  • A minimum of ten (10) years of experience in Information Technology is required, with five (5) years of progressively responsible experience in executive management. Experience with a public organization is preferred.

Work Schedule

The base schedule for this position is Monday through Friday, regular office hours; however, this exempt position will frequently be involved in, and required to be available for or attend activities and events that occur in the evening, and on weekends and holidays. This position may also be required to attend night meetings, and overnight seminars and conferences. This exempt position is essentially on call 24 hours a day, seven days a week to make administrative and management decisions regarding information technology and to handle department responses to emergencies and other issues.
