General Description:

The Water Treatment Plant Assistant Superintendent, under the direct supervision of the Superintendent, is responsible for the continuous operation and maintenance of a Class IV Water Supply Works and the delivery of safe, clear, and sufficient water to the community.

Qualifications: An example of acceptable qualifications:

High school diploma or GED equivalent; a minimum of five (5) years’ experience in a Class III plant or higher, experience in a surface water treatment facility preferred, or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

LICENSURE OR CERTIFICATION REQUIREMENTS:

Must possess and maintain a valid State of Ohio Driver’s License; a valid Ohio Class III Water Supply certificate with the ability to obtain a Class IV Professional Water Supply certification within five (5) years; maintain a minimum “Operational Certification in the Wet Chemistry and Microbiological Laboratories in the event of having to operate the facility due to insufficient staff and assist with the emergency response calls.

EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive:

Motor vehicle, truck, lawn mower, weed eater, sprayer, computer, equipment Programmable Logic Controllers (PLC) and SCADA, copier, scanner, fax, water treatment mechanical equipment, pumps, motors, high pressure hoses, valves, valve actuators, hand truck and carts, hoists, chemical feed pumps, heating and cooling units, dehumidifiers, flow meters, lab testing equipment, and in-line continuous monitoring metering.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

The employee: ascends and/or descends ladders, stairs, scaffolding, ramps, maintains body equilibrium; is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from hazardous gases, chemicals, flammables, or air contaminants; exposed to possible injury from hazardous waste; exposed to possible injury due to unclean or unsanitary conditions’ exposed to possible injury as a result of electrical shock; exposed to possible injury from explosions; exposed to possible injury as a result of falling from high places; potential exposure to human blood or other potentially infectious materials; exposure to extremely hot, cold, wet, humid or windy weather conditions and dry, wet, muddy, and dirty areas such as pump stations, tanks and wetwells; exposure to working after dark, on weekends, and holidays to assist in emergencies; exposure to hazardous driving conditions. Physical demands include, but are not limited to: frequent standing walking, climbing, stooping, kneeling, lifting, pulling, pushing, grasping, feeling, hearing, seeing, bending, or stretching; frequently lifts objects 50 pounds or more; frequently carries objects 50 pounds or more; frequently pushes objects 50 pounds or more; occasionally pulls objects 50 pounds or more; may work in a variety of environments.

Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered very heavy work.

In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.


JOB DESCRIPTION AND WORKER CHARACTERISTICS:

JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

25% (1) Assigning and directing the daily work of four (4) plant operators, and three (3) maintenance/relief operator personnel; planning, scheduling; training, assigning and supervising the work of the plant staff and all related operations.

20% (2) Maintain a continual check on the proper and efficient operation of the plant, which includes raw water supply and pumping, treatment, finished water pumping and distribution storage, lime storage lagoon and waste water lift stations associated with the facility SCADA system; works with and maintain adequate quantities of treatment chemicals, repair parts, and various lab supplies.

15% (3) Provides input in the hiring and disciplining of employees, as approved by the Water Plant Superintendent and Director of Utilities; develop and enforce the division and department work rules.

10% (4) Develop, implement, update and enforce any Ohio EPA programs associated with the facility, i.e., Distribution System Monitoring Plan, Chlorine Risk Management Plan, Long Term Interim Enhancement Monitoring Plan, Total Coliform Sample Siting Plan, etc.

10% (5) Maintain operations during planned and emergency repairs; respond to emergency situation; maintain records, logs, charts, surveys, etc.; content with a constantly changing raw water source, i.e. floods, drought, ice, bacterial and chemical, taste, and odor.

10% (6) Maintain compliance with the state and federal regulations and meeting all reporting requirement; read, interpret, and communicate to others the intent of the state and federal regulations.

5% (7) Initiates, investigate, and implement operational improvement in the plant; prepare and administer the plant’s capital and operating budgets.

5% (8) Implement and enforce safe work practices and procedures; meets all job-safety requirements and all applicable OSHA safety standards that pertain to essential functions.

(9) Handles complaints from upset and angry residents; drive to various locations remote from the Plant.

(10) Demonstrates regular and predictable attendance.

OTHER DUTIES AND RESPONSIBILITIES:

(11) Performs other related duties as assigned by the supervisor.

MINIMUM ACCEPTABLE CHARACTERISTICS: (*indicates developed after employment)

Knowledge of: City policies and procedures;* safety practices and procedures; OSHA regulations; certification/licensure requirements; using a computer; microcomputer and minicomputer; water treatment plant operating procedures; water treatment regulations; maintenance and repair; laboratory equipment and supplies; equipment, chemicals, and other materials used in custodial services; public relations; records management; supervisory principles and practices; program tasks, equipment, material, and procedures; customer service practices; operation of a lime-soda water treatment plant, monitoring and regulatory requirements of a surface water plant; operation and maintenance of equipment found in the facility; plant laboratory chemicals and equipment.

Skills in: operation and water treatment plant equipment; computer systems operations; power tools; supervising personnel; two way radio; leadership and supervisory.

Ability to: interpret policies, procedures, and regulations; deal with problems involving several variables within familiar context; recognize unusual or threatening conditions and take appropriate action; define problems, collect data, establish facts, and draw valid conclusions; exercise independent judgment; add, subtract, multiply, and divide whole numbers; prepare routine correspondence; prepare accurate documentation; communicate effectively in answering effectively questions, making presentations, giving tours of the facility, etc.; supervise, direct, assign, and evaluate the work of others; instruct others; maintain records according to established procedures; develop and maintain effective working relationships; lift up to 100 pounds and move a distance of 30 yards; perform heavy manual labor for extended periods of time in often adverse conditions; travel to and gain access to work site; work safely; exhibit and maintain satisfactory work ethics and public relations; supervise, direct, and evaluate the work of others; climb steps and ladders in the plant storage tanks.

Operators and maintenance staff.
