The City of Sioux City is actively seeking a Fleet Manager to oversee the day-to-day operations of our Central Maintenance Garage (CMG). The ideal candidate will possess the following skills:

Job Knowledge: Knowledge of principles of administrative management, including personnel rules, strategic planning, budgeting, and effective employee supervision; knowledge of accounting principles, financial record keeping, and advanced analytical skills to perform cost/benefit analysis or employee other relevant financial tools for decision making; knowledge of theory, principles and practices of vehicle fleet cost control and preventative maintenance programs; knowledge of diagnostic and mechanical methods, materials, tools, and standard trade practices of the automotive and heavy duty repair industry; advanced knowledge of computerized fleet management software applications including AVL, replacement and fuel management systems; knowledge of principles, applications, and physics of analog and digital electronics related to light and heavy duty mechanical operations and repair; knowledge of installation and removal of emergency public safety equipment such as mobile data terminals, power supplies, radios, lights, sirens, and antennas in all types of fleet vehicles including land, air, and water.
Language Ability and Interpersonal Communication: Requires effective communication skills and ability to provide assistance to internal and external customers. Requires the ability to write and speak effectively with fellow employees, City Council, and the general public; read in English; and to provide and follow verbal and written instructions. Requires the ability to work as a member of a team to accomplish tasks; ability to communicate effectively and establish and maintain positive, productive, and effective relationships with co-workers, managers, customers, contractors, and suppliers; and the general public; ability to express ideas effectively, both orally and in writing.
Physical Requirements: Frequently required to use hands to feel, handle and operate objects, tools, or controls and to reach with hands and arms; occasionally required to climb or balance, stoop, kneel, crouch or crawl; the employee is frequently required to walk, sit, and talk or hear; ability to see details at close range (within a few feet of the observer), details at a distance, color vision and ability to adjust focus; ability to speak clearly so others can understand you.

Work Environment: Work is performed primarily indoors in an office at the Central Maintenance Garage and may include extensive work at a computer workstation; environment may include a high range of noise and other distractors with everyday risks working around computer equipment and standard office equipment, as well as the everyday risks associated with automotive maintenance facilities; environmental and work hazards may include lifting materials, transporting materials, and the operation of a vehicle in inclement weather.
Graduation from an accredited college or university with a Bachelor’s Degree in business, public administration, logistics, industrial technology, accounting or related field and three (3) years of full time management work experience in personnel supervision and the maintenance of an asset control program;
or
Graduation from an accredited area college with an Associate’s Degree in auto management maintenance or comparable field and five (5) years of full time management work experience in personnel supervision and the maintenance of an asset control program;
or
Seven (7) years of full-time management work experience in personnel supervision and the maintenance of an asset control program;
or
Any combination of education and experience that provides the required knowledge, skills, and abilities.

- Supervises and evaluates the work of a subordinate staff; effectively recommends personnel actions related to selection, performance, leaves of absence, grievances, work schedules and assignments, disciplinary procedures, safety practices and policies, and administer personnel and related policies and procedures.
- Develops and monitors a computerized vehicle operation, maintenance, and cost information system; analyzes current and periodic reports in assessing fleet operations and practices.
- Evaluates vehicles for surplus; manages online auction program to insure maximum vehicle utilization and sale of assets.
- Determines the cost effectiveness of performing services in house or sub-contracting, makes recommendations accordingly, and implements contracts for services.
- Allocates vehicles and equipment among City departments to ensure equalization of mileage; maintains records relating to operating costs and depreciation costs; determines the rental rate schedule for the use of fleet vehicles and equipment.
- Develops and monitors annual budget for the Central Maintenance Garage, Central Equipment Fund and special Capital Improvement Projects related to fleet operations.
- Manages Capital Improvement Projects related to fleet operations including coordinating project development, engineering and design, bidding, and contract administration.
- Manages fleet acquisitions by planning, forecasting, and making recommendations to City departments on their vehicle needs.
- Manages the preparation of specifications or parts and equipment to be purchased and contracts for services to be let out for bid, reviews bids, and makes recommendations for acceptance or rejection.
- Assists with the oversight of the amortization process related to mechanical, automotive, and other types of equipment.
- Prepared financial analysis and service objective reports; prepares division budget and controls expenditures of allocated funds; maintains accurate records and prepares reports; ensures that work is accomplished within budget limitations.
- Monitors and verifies contracts for purchased services and other agreements including vehicle/equipment purchases and leases.
- Monitors and provides oversight for the City’s Automotive Vehicle Locator (AVL) system.
- Compiles and maintains various operating statistics, prepares periodic reports, and assists in the development and monitoring of the operating budget.
- Maintains regular attendance and punctual work hours. Although normal work hours coincide with shop hours, employee is frequently called upon for advice or assistance during non-working hours.
- Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.
