LATERAL ENTRY

Applicants currently employed with an Ohio agency with at least one year of continuous full-time service as a Firefighter II/Paramedic are exempt from both the written test and physical ability assessment and only need to complete and return an application along with certification.

WRITTEN TEST

Testing will be completed through the National Testing Network, Inc. Applicants must visit www.nationaltestingnetwork.com, select Firefighter Jobs, and register for City of Springdale.

BENEFITS

REQUIRED EDUCATION

Candidates must be a high school graduate or equivalent (G.E.D.). Certification as an Ohio Firefighter II/EMT or Ohio Firefighter II/Paramedic is required and a copy of certification must be submitted at the time of application.

STEPS IN HIRING PROCESS

Application - All applicants must complete a City of Springdale application packet and provide proof of Ohio Firefighter II/EMT or Ohio Firefighter II/Paramedic certification. Completed documents may be returned in person to the Human Resources Office at the Springdale Municipal Building, 11700 Springfield Pike, Springdale, OH 45246 between 8:30 a.m. and 4:30 p.m. or via email to human-resources@springdale.org. Applications will be reviewed monthly.

Written Test - The written test portion will be conducted through the National Testing Network, Inc. Applicants will need to visit www.nationaltestingnetwork.com and create an account. After your account is created, select find jobs, firefighter jobs, and then find City of Springdale.

Physical Ability Assessment - Applicants passing the written test will be scheduled for a physical ability assessment designed to measure readiness to perform tasks which may be required of the position.

Lateral Exemption - Applicants currently employed with an Ohio agency with at least one year of continuous full-time service as a Firefighter II/Paramedic are exempt from written and physical ability tests.

Initial Oral Interview - The next step in the selection process is the oral interview. Please allow one hour for this interview with Fire Department Administration. This will be the first step following application for those eligible for the lateral entry process.

Second Oral Interview - The next step in the selection process is a second oral interview. This interview will be conducted with City Administration. Please allow one hour for this interview. Applicants will be asked to complete a truth verification questionnaire prior to the interview.

Background Investigation - Applicants who have successfully completed all previous portions of the Firefighter II/EMT & Firefighter II/Paramedic testing and are selected to receive a conditional offer of employment will be scheduled for a background investigation. The investigator will check personal references, criminal history, employment record, credit history, and other background information.

Computer Voice Stress Analysis - Successful applicants will be scheduled for a computer voice stress analysis test. The truth verification questionnaire completed prior to the second interview will be used as the basis for this test. Please allow two hours for this review.

Psychological Evaluation - The purpose of this psychological evaluation in the testing process is to determine whether candidates have the personality characteristics necessary to become a good firefighter.

Medical Examination (PASS/FAIL) - Applicants receiving a conditional offer of employment will be required to successfully pass a drug screen as well as complete a medical examination as required by the Ohio Police & Fire Pension Fund which includes:

  • Electrocardiogram (EKG) and cardiac stress test performed consistent with standard Bruce protocol
  • Chest x-ray that is at least a P.A. 72” (i.e. front to back)
  • Lipid profile that includes total cholesterol, triglycerides, LDL and HDL levels
  • Spirometry that represents at least a valid and reproducible forced expiratory volume at one (1) second (FEV1), forced vital capacity (FVC), and forced expiratory volume at one second/forced vital capacity (FEV1/FVC) that meets the criteria of the American Thoracic Society

JOB PURPOSE and RESPONSIBILITIES

Under the immediate direction of a Fire Captain, the Firefighter II/EMT and/or Firefighter II/Paramedic performs all tasks associated with the delivery of fire department services as well as daily operations of the fire department.

TYPICAL TASKS

The duties listed below are intended to be illustrations of the various types of work that may be performed. The omission of specific statements of duties does not excluded them from the position if the work is similar, related, or a logical assignment to the position.

  • Prepares a variety of records and reports including training documents, emergency response documents both written and electronic, and other documentation as required by a supervisor.
  • Participates in the planning, development and implementation of department training programs.
  • Cooperates and coordinates with fire prevention as needed for fire inspections and public education activities.
  • Assists with preliminary determinations as to origin and cause of fire incidents for reporting purpose.

QUALIFICATIONS

  • Must meet or exceed minimum qualifications employment as defined by Springdale Civil Service Commission and maintain those qualifications throughout tenure as a firefighter.
  • Possess and maintain a driver’s license valid for the operation of all fire department vehicles.
  • Possess, or obtain and maintain, all certifications deemed necessary, by the Fire Chief, to provide current and future service provided by the fire department.
  • Knowledge of:
  • principles, practices, methods, and techniques of modern firefighting and protection of lives and property
  • rules, regulations, and operational procedures of the fire department and the City
  • emergency medical care at the paramedic level
  • local geography, including location of water mains and hydrants and the major fire and/or life safety hazards of the City
  • firefighting equipment and apparatus functions and repair techniques

  • operate apparatus and equipment used in modern firefighting and emergency medical response activities
  • communicate clearly and concisely, orally and in writing, with individuals and groups

  • comprehend and make inferences from written material
  • This position requires an above average working knowledge of computer operations in the areas of data entry, data manipulation, report and statistical generation and analyses.
  • Maintain physical conditioning required to perform the normal physical activities associated with the delivery of fire protection, emergency medical services, rescue and other services deemed an appropriate function of the fire department.
  • For purposes of evaluation of a firefighter’s fitness to perform essential physical job tasks, the following listing, though not inclusive, should be considered as representative of job specific activities.
  • Firefighters are subject to unpredictable interruption of sleep periods during which they must function effectively, including directing the work of others in emergency situations.
  • While performing many emergency-related duties, a firefighter is required to lift, carry and/or drag objects such as hose line or smoke ejector weighing up to 80 pounds, wear special protective clothing weighing up to 100 pounds, and wear a self-contained breathing apparatus weighing up to 80 pounds for short or long distances and often in combination. While performing emergency aid, a firefighter may lift and carry victims weighing up to 160 pounds, which requires use of the stomach and lower back muscles to support the body.
  • Firefighters are exposed to a variety of weather conditions and are required to tolerate very hot and very cold temperatures. When responding to emergencies, incumbents also are exposed to other elements, including smoke, heat, flames, hazardous chemicals, and blood and other bodily fluids, In these situations, they must be able to observe or monitor people or objects to ensure compliance with safety standards; stand, sit or walk for extended periods of time, unable to rest at will; use explosive strength, as sprinting or jumping; walk over rough, uneven or rocky surfaces; use arms above shoulder level; bend or stoop repeatedly or continually over time; and use common hand tools, such as hammers, saws and screw drivers.
  • Firefighters are required to have the ability to hear a variety of warning devices and alarms, gas leaks, and/or calls for help.
  • Some rescue duties require the operation of mechanical rescue equipment and the monitoring of proper safety techniques in the use of such equipment. The tools used by a firefighter require precise arm-hand positioning and movements, such as when operating a chain saw or using emergency medical rescue equipment. The operation of firefighting equipment often requires the coordinated movement of more than one limb simultaneously.
  • Emergency situations may require incumbents to work in small, cramped crawl spaces, areas where vision is limited, and/or at heights, including on roof tops and/or ladders.
  • Firefighters must be able to distinguish among colors, including colors of smoke and flame, color coded equipment, hazardous materials identification placards, and wires in order to identify or respond to potentially dangerous situations.
