The City of St. Albans is accepting applications for the position of full-time Property Maintenance Inspector I in the Building / Zoning Office.

Work performed in specialized functions associated with the inspection of properties pursuant to the enforcement of the International Property Maintenance Code, other City ordinances, and regulatory requirements with an emphasis on deteriorated, dilapidated, abandoned, unsanitary, or vacant properties.

Employees will work both indoors in an office environment and outdoors to perform duties. Position requires the ability to comprehend, interpret and apply the International Property Maintenance Code, City ordinances and regulations, procedures, or any other State or Federal laws regarding code violations and the issuance of notices of violation, citations, and presenting cases for hearing in Municipal Court.

Must obtain International Code Council certification in the International Property Maintenance Code via testing within 12 months of hire and will be required to attend continuing education to receive and maintain a State inspector's license through the WV State Fire Marshall's Office per WV State Legislature Rule Title 87, Series 7.

Must possess a valid WV driver's license, comply with City drug screening policy to operate a City vehicle, and pass a background check.

General Job Description

Employee will be under the supervision of the Building Department Code Official. Work performed in specialized functions associated with the inspection of properties pursuant to the enforcement of the International Property Maintenance Code , other City ordinances and regulatory requirements with an emphasis on deteriorated, dilapidated, abandoned, unsanitary or vacant properties. Employee will

work both indoors in an office environment and outdoors to perform duties. This position is full-time employment with City benefits package.

Essential Functions and Required Abilities

The following duties are normal for this position, but are not meant to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Performs inspections of structures and property for conformance with International Property

Maintenance Code and other City ordinances and regulations for compliance.

Ability to comprehend, interpret and apply International Property Maintenance Code, City ordinances and regulations, procedures or any other State or Federal laws regarding code violations and the issuance of notices of violation, citations or presenting cases for hearing in Municipal Court.

Ability to keep prepare and keep detailed reports, photographic records of violations, correspondence, activity logs, notices of violation or citations, criminal complaints, legal documents or other necessary documents and forms

Ability to use all available sources of information to gather necessary data to properly identify properties and ownership, including but not limited to City, County and State public records systems or other public information or reference material.

Ability to communicate clearly and effectively, both verbally and in written form relative to code violations when interacting with violators, the public, City officials or other City departments.

Ability to use independent judgment and work with little direct supervision when necessary, to determine proper cause of action.

Ability to comprehend and interpret new ordinance(s), State code(s), or other regulatory law and procedures and apply same when performing duties.

Employee may be subject to after-hours call-out by Police or Fire Departments in the case of an emergency situation related to Code violations or where public safety is threatened.

Licensure or Certification Requirements

Equipment Operated

City vehicle, camera, personal computer, software and printer and other standard business equipment.

Inherently Hazardous or Demanding Work Conditions

The employee may be exposed to potentially dangerous or hazardous situations when conducting investigations or inspections on property or in structures which may be dilapidated, vacant or unsanitary.

Employee may be exposed to adverse weather conditions. Employee may be exposed to poisonous vegetation, rodents, insects or unfriendly pets.

Employee may encounter hostility from property owners or the general public.

Minimum Qualifications

High school diploma or GED.

Valid WV Driver's License

Minimum of two years prior experience or certification in property maintenance code enforcement and

inspection, or prior law-enforcement experience.

Must pass a background check.
