ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. Leadership

  • The Network Infrastructure Manager is responsible for the overall design, configuration, resiliency, and stability of the City of Stafford network, networked services, and the computer systems that reside on that network.
  • Responsible for working closely with the IT Director to drive the technical initiatives of the City of Stafford.
  • Responsible for researching new technologies that are to be applied to the City's network infrastructure.
  • Must work closely with the other IT team members to provide an efficient, professional level of support for all the City's departments.
  • Assists in the development and implementation of goals and objectives, processes, and procedures.
  • Oversee and participate in the updating of all network equipment, and the systems that reside on the network including telecommunications assets.
  • Ability to design solutions to optimize user productivity.


Network

  • Designing and implementing new network solutions and improving the efficiency of current networks.
  • Installing, configuring, and supporting network equipment including firewalls, routers, switches, DHCP, and DNS servers.
  • Maximizing network performance through ongoing monitoring and troubleshooting.
  • Investigate, troubleshoot, and resolve faults in the network.
  • Provide support as a technical interface with all outside support providers such as Telco, ISPs, network service providers, system manufactures, and cable contractors.
  • Create and maintain network and system documentation.
  • Updates job knowledge by participating in educational opportunities, reading professional publications, and participating in professional organizations.

Security

  • Designing and implementing new security solutions and improving the effectiveness of current security systems.
  • Ensure the security of the network by configuring and maintaining firewalls, security policies, intrusion detection systems, and network auditing.
  • Maintaining current knowledge and understanding of security and networking best practices to offer the best solutions and protection to all City systems.
  • Testing and checking systems for weaknesses in software and hardware.
  • Implementation and maintenance of endpoint security systems.
  • Liaising with vendors to implement security solutions.
  • Creating virus and threat detection systems.
  • Reporting the security analysis and monitoring findings.
  • Defining and maintaining security policies.
  • Replacing and updating security technologies as needed.

Troubleshooting

  • Acts as the leading technician on the IT team and is also the highest level of support for resolving support tickets.
  • Create documentation for the training of City staff on the proper procedures for the use of City technology systems.
  • Works with system manufacturers and outside support providers in the escalation of technology resolutions when they surpass internal IT resources abilities to resolve.
  • Maintains communication with customers to ensure user satisfaction. Receives complaints/comments, identifies improvement opportunities, and adjusts procedures accordingly.

General

  • Contributes to the overall success of the department by performing other essential duties as assigned.
  • Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
  • Participate in afterhours support of City's public safety systems.
  • Subject to 24-hour recall: The City reserves the right to require an employee in this position to work overtime including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens). In the event of an emergency and/or a required evacuation, the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position.

KNOWLEDGE, SKILLS & ABILITIES: To perform in this position successfully, individual(s) must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

  • Proven ability to understand and implement network security best practices.
  • Proven ability to discuss data and voice network concepts and strategies in simple, clear terms to help drive and influence decision making of business and application owners.
  • Broad knowledge of all technology considerations (performance, scalability, maintainability, deployment, operations, technology infrastructure).
  • Self-driven, with a pro-active and strategic vision of IT.

EDUCATION, EXPERIENCE AND TRAINING (Certification/Licensure): The preferred way to obtain the minimum knowledge, skills and abilities to perform the essential duties and responsibilities of this position are listed below. The City reserves the right to allow substitutions in the event that a candidate or incumbent exceeds requirements in one area but may be deficient in another.

  • Bachelor's degree in computer science or directly related field and (8) years of consultative technical project management experience in assigned area of responsibility; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Proficient in Palo Alto Firewalls.
  • Network and Cisco certifications.
  • Must have strong working knowledge of network systems architecture.

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dust, gases, poor ventilation, inadequate lighting and work space restrictions.
