The Public Works Department is comprised of three (3) different engineering sections: Capital Improvement Program, Operations and Maintenance, and Traffic.
Capital Improvement Program Section
The Capital Improvement Program (CIP) Section of Public Works oversees and delivers a wide variety of projects including, but not limited to, street improvements, bridges, traffic signals, pedestrian and bicycle facilities, sanitary sewer systems, storm drainage systems, facilities and more.
Operations and Maintenance Section
The Operations and Maintenance (O&M) Section of Public Works is responsible for the overall evaluation, rehabilitation and/or maintenance of the City’s infrastructure comprised generally of facilities, parks, roads, curb, gutter, sidewalks, lighting, signalization systems, and bridges. O&M engineers prioritize maintenance priorities and work closely with other engineers in the department to coordinate maintenance aspects on various projects and priorities.
Traffic Section
The Traffic Section of the Public Works delivers projects and programs to improve traffic safety of the streets in the city relative to vehicle, pedestrian and truck modes of transportation. It also manages a Traffic Management System, which communicates and controls traffic signals, video cameras, and fiber optic components across the City. The Traffic Section also provides direction/review of Development projects and strides to be on top of the latest Smart City Technology and Traffic trends.
The City of Stockton is looking to fill two (2) Junior Engineer vacancies. One position will be in the Capital Improvement Program (CIP) or traffic engineering section and another will be in the Operation and Maintenance engineering section of the Public Works Department. The incumbent in these positions will work a City of Stockton 9/80 schedule: 7:30 a.m. to 5:30 p.m. Mondays through Thursdays; 8:00 a.m. to 5:00 p.m. Fridays, with alternating Fridays off.
The incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by the Stockton City Employees' Association bargaining unit (Classified/Represented).Under general supervision, performs a variety of professional civil engineering or surveying field and office work of a routine to complex nature, including development review, design and/or inspection of public works projects, and design and modification of traffic control devices; may develop recommendations for coordinating traffic improvement projects; performs related duties as assigned.
This is a deep class in which incumbents may be assigned to any level, provided that they possess the required education, license and experience, and successfully demonstrate proficiency which meets the qualifications for the class to which they are to be assigned. In addition, incumbents may be assigned to a comparable level in the Project Manager series, Public Works Inspector class, or Survey Supervisor class, provided that they possess the required education, license, and experience and successfully demonstrate proficiency which meets the qualifications for the class to which they are to be assigned. This class is distinguished from the Senior Civil Engineer in that the latter has overall responsibility for a section of the Engineering Division.

Current enrollment in the last two (2) semesters/three (3) quarters of a Bachelor's degree program in an accredited four (4) year college or university with major course work in civil engineering or a closely related field with a minimum of 30 or less units needed to fulfill graduation requirement. Candidates will be placed on the eligible list and certified in accordance with Civil Service rules subject to the candidate presenting proof of graduation by way of official transcripts or actual diploma prior to the official hire date.
OR
Possession of a valid California Engineer-In-Training Certificate (EIT) or Land Surveyor-In-Training Certificate (LSIT).
Other Requirements:
- Must possess a valid California driver's license.
- Specified positions may require a willingness to work out of doors in all weather conditions and physical strength to lift and carry equipment weighing up to 60 pounds.

The examination process may include a training and experience evaluation and/or a written or oral examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
