What are the responsibilities and job description for the Rates and Pricing Manager position at City of Tacoma?


Tacoma Power's Rates, Planning, and Analysis (RPA) team is looking for a Rates and Pricing Manager to lead and oversee the organizational unit responsible for analyzing and forecasting customer usage and developing rates for over 181,000 power utility customers across 17 different rate schedules, including multiple special rate schedules. In this role you will manage the development of the short- and long-range customer demand and sales forecasts, associated publications, and reports.

Responsibilities Include:
  • Oversee the electric utility ratemaking process, including cost-of-service analysis, retail rate design, and retail rate change, in accordance with state and local law, Public Utility Board Strategic Directives, electric utility rate and financial policy, industry standards, and Tacoma Power-specific ratemaking objectives. 
  • Ensures compliance with all technical and legal steps required to adjust and develop retail rates. 
  • Ensure the immediate and long-term financial stability and viability of the organization, maintaining low-cost power to our customers, preparing for the future in a dynamic and evolving industry, and maintaining a solid financial rating for the power utility.
  • Responsible for making presentations and recommendations for rate adjustments, new rate design, and policy changes to executive leadership, Public Utility Board, Government Performance and Finance Committee, and Council. 
  • Ensure alignment of Tacoma’s Rates and Forecasting function with the Public Utility Board’s Strategic Directive on Rates, Financial Sustainability, and Resource Planning and Tacoma Power’s strategic plan.
  • Collaborate with multiple internal and external departments and stakeholders on matters impacting customer usage and retail rates to ensure stable and consistent rates for our customers.
DESIRABLE QUALIFICATIONS
  • Four years of management/supervisory experience AND
  • Graduation from an accredited four-year college or university with degree in engineering, business management, field of specialty or related discipline OR
  • Eight years increasingly responsible experience in the utility industry
LICENSING, CERTIFICATIONS AND OTHER LEGAL REQUIREMENTS:
  • Depending upon assignment a WA driver’s license may be required
