Performs administrative, general operational and supervisory work for a comprehensive municipal recreation department. Responsibilities include planning, programming, developing, organizing, promoting, ensuring safety and maximizing utilization of all City recreation programs and facilities. Exercises immediate supervision of summer camp seasonal staff, volunteers and program officials. This position reports directly to the Recreation Manager.
ESSENTIAL JOB FUNCTIONS:
1. Provides planning, developing, coordinating, scheduling and promotion of community-wide events, recreational and athletic programs; demonstrating responsiveness, creativity and innovation
2. Provides coordination, oversight and direct supervision for the City’s summer and holiday youth programs including the recruiting, hiring, training and management of seasonal employees for day camps
3. Assists with developing the annual Recreation Department budget
4. Implements and utilizes fiscally sound purchasing practices and possesses working knowledge of the budget approval process
5. Represents the department at City and public meetings as required in the absence of the Recreation Manager
6. Ensures the Recreation Manager has been informed of any information/issues of relevance
7. Maintains an open line of communication with Recreation employees, City staff, department heads and the public
8. Responsible for gathering price quotes, facilitating purchases for materials and services, greets and answers customers’ questions in an accurate and timely manner, and records and files program participant information for city records
9. Ensures well-rounded recreation programs are implemented for all persons in the community to enjoy
10. Maintains affiliations with organizations for programming park activities
11. Works closely and coordinates with staff to ensure event and recreational facilities are prepared timely and maintained in a manner that enhances and positively promotes City events and programming
12. Develops financial spreadsheets for tracking project costs and creates budgets for projects and events
13. Serves to assist other departments within the Community Services Division as needed or directed

MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS AND ABILITIES:
- Comprehensive knowledge of all phases of community recreation activities and events; and their administration, inclusive of budget management
- Proven ability to develop and execute a well-rounded program of recreation activities designed in response to growing community needs
- Proven ability to develop and manage recreation programs and events of varying size and complexity
- Ability to understand and compose industry literature and spreadsheets
- Knowledge of rules & regulations regarding both youth & adult sports programs
- Ability to facilitate cooperation with and interpret recreation philosophies to City authorities, public and private groups and agencies, members of the media and the general public
- Ability to select, develop, motivate and maintain effective relationships with subordinates, and to promote and maintain high morale and enthusiasm; consistently demonstrates strong judgment and supervisory ability
- Ability to create and maintain a positive image with members of the public
- Strong Microsoft Office (Publisher, Word, Excel, PowerPoint) proficiency and creativity in developing materials, brochures, electronic announcements and assisting with press releases
- Strong written, verbal, interpersonal and public speaking skills
- Ability to work extended hours beyond 40-hour work week, including select evenings, weekends and holidays
- Work requires ability to read, interpret, understand and write letters, memos, contracts and rental agreements
- Experience planning, managing and evaluating summer and holiday youth programs
- Ability to multi-task in a challenging environment
- Proven ability to generate sponsorships
- Proven conflict resolution skills
- Skills in effective supervisory practices: in engaging volunteers and seasonal employees in the process of organizational and performance pursuant to these goals and objectives
- Ability to interpret the needs of the community and communicate effectively with the public to program recreational activities relative to these needs
EDUCATION AND EXPERIENCE:
- Bachelor’s Degree from an accredited college or university in Parks and Recreation Administration, Leisure Services, Sports Management or closely related field, plus a minimum of 3 years of direct experience in recreation and event management
- Conflict resolution training preferred
- Government work related experience preferred
LICENSES, CERTIFICATIONS OR REGISTRATIONS:
- Valid Florida Driver’s License
- Valid CPR/First Aid certifications required or must be obtained within the first six (6) months of employment
- A current professional certification (e.g. CPRP, CPRE, CSEP) is strongly preferred
(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)
ESSENTIAL PHYSICAL SKILLS:
1. Walking, standing, running, kneeling, bending, stooping and lifting up to 40lbs.
2. Must be available to work in the event of a disaster to assist with recovery response efforts
3. Acceptable eyesight (with or without correction)
4. Ability to communicate effectively, both verbally and in writing
5. Acceptable hearing (with or without hearing aid)
6. Manual dexterity
ENVIRONMENTAL CONDITIONS:
- Works inside and works outside in various weather conditions
- Works evenings, weekends and holidays as assigned

Pay: $39,295.00 - $58,942.00 per year
