Systems Analyst II

The Health and Human Services (HHS) IT Solutions team has an immediate opening for a Systems Analyst II – Data Analyst (Data Champion).

The Systems Data Analyst will report to the HHS Solutions Lead and manage vertical resources in the data and analytics group. Our Solutions data and analytics group is responsible for managing data, analytics, and reporting services for the various business applications in the HHS portfolio and State/Federal systems like the Virginia Department of Behavioral Health and Developmental Services (DBHDS) Community Consumer Submission (CCS) reporting and various federal programs like Medicaid reimbursement.  Our HHS IT Solutions Data and Analytics group works closely with the City IT Data and Information Management team that support the enterprise for Data Architecture and Governance.

Our vision for what you will do:

The Data Analyst will manage the day-to-day operations of the data and analytics group supporting the Health and Human Services (HHS) Community of Interest (COI) as part of the senior staff on the IT Solutions team. This position supports data quality and data stewardship functions to maintain data accuracy and identify new metrics.

In this role, you will:

• Work with the Solutions Lead to manage day to day operational support to provide systems analysis, analytics and reporting services for the City of Virginia Beach Department of Human Services.
• Manage ServiceNow data and analytics team requests and assign resources.
• Work closely with the Department of Humans Services leadership, division administrators and program managers to define, design and deliver analytics and reporting services.
• Serve as Systems Analyst for Data and Reporting on IT Projects
• Analyze large data sets and identify areas of improvement; establish quantitative and qualitative metrics and key performance indicators to drive technical outcomes
• Work with a variety of reporting tools like Microsoft PowerBI, Tableau, and Oracle BI to develop dashboards and visualizations.
• Serve on various IT and Human Services local and state committees and workgroups to serve as our Data Champion for governance and architecture.
• Work closely with our Data and Information Management and Enterprise Architecture teams for strategic alignment and portfolio management.
• Partner with the Applications Lifecycle Management Lead Systems Analyst for portfolio oversight in collaboration with the Solutions Lead.
• Represent the HHS Solutions Team on enterprise IT projects/programs
• Provide data for internal and external audits.
• Manage the teams Knowledge Management System (KMS) in ServiceNow for all data and reporting services.
• Prepare and present briefings and portfolio updates for IT and Human Services leadership and staff.
• Expand and develop the teams analytics and reporting services across underserved business/programs.
• Mentor junior data analysts and interns.
• Define Critical Success Factors (CSFs) and Key Performance Indicators (KPIs) to support the City Manager’s STAT program.

Our Health and Human Services IT Solutions team supports over 65 programs and services covering Behavioral Health, Developmental Services, Criminal Justice diversion programs, Social Services, and department administrative/operations teams. Our HHS IT Solutions team manages a significant portfolio of complex business applications including Electronic Healthcare Records, Case Management, Benefits Eligibility, Financial Management and Billing, Human Capital Management, Payroll and Regulatory Compliance systems.

The HHS Solutions team has many innovative IT Capital Improvement Programs including a departmentwide initiative for document management in the Cloud, Workforce Mobility, Evidence Management for Adult Protective Services and Child Protective Services, and Children’s Services Act modernization. We will also be piloting new technology services to support workforce mobility like Virtual Device Interface (VDI), Hoteling for community-based staff, and eSignatures.
