Summary

Are you an experienced Human Resources professional with a passion for managing and optimizing HR programs? The City of Wasilla is currently looking for an HR Manager that is familiar with organizational structure, budget management, and developing and implementing policies and procedures.

An ideal candidate would be someone who is flexible and personable. Someone who can facilitate change, understand policy, and develop union relationships. This candidate has an open mind to current operations and doesn't have a "one way is best" mentality; rather, they are open to collaboration and understanding procedures that are different. We are looking for someone who can advocate for themselves, think strategically, and be proactive in facilitating conversations between directors, managers, and key players. Lastly, an ideal candidate would be someone who is intrinsically motivated and is truly 'for the people'.

The HR Manager reports to the Deputy Administrator and manages the City's personnel, safety, benefits, and risk management programs. Develops, implements, and coordinates policies and programs covering employment, wage and salary administration, employee indoctrination, training, placement, safety, health benefits and other employee services. The HR Manager assists in formulating operating policies and procedures and recommends policy options to the mayor. The formulation of policy options often will involve consultation and review with other department heads with concurrence with the collective bargaining units.

This is salaried, regular full-time position with benefits. Daily schedule is 8 am to 5 pm Monday-Friday with some flexibility. This is a non-represented position.

Job Duties

  • Plans, organizes and directs the activities of city personnel engaged in the areas of employee relations, benefits administration, safety and management, and delivery of employment and training services.
  • Oversees the implementation of Human Resources programs through Human Resources staff. Identifies
  • opportunities for improvement and resolves problems.
  • Reviews and recommends action plans for compliance with all applicable federal, state laws and regulations pertaining to employment and ensures that employee grievances are handled according to approved municipal code, policy and procedures, and collective bargaining agreement.
  • Enforces local ordinances and Council directives.
  • Advise managers on employee and labor policies, such as ADA, FMLA, and OSHA.
  • Develops and conducts training to instruct department managers and supervisors in human relations skills, conflict resolution, employee feedback, facilitate performance management and various other issues pertaining to employee management.
  • Oversee staff operations, business planning, and budget development of HR programs.
  • Conducts investigations related to employee, regulatory complaints, or safety related issues.
  • Works collaboratively with the Finance Director, administers benefit programs such as life and disability insurance, pension plans, vacation/PTO, leave of absence, employee assistance, deferred compensation, supplemental insurance, PERS, SBS and FMLA.
  • Prepare and report the progress of the HR department to the Mayor and department heads.
  • Communicates changes in the City’s personnel policies and procedures, Collective Bargaining Agreements, and Wasilla Municipal Code while ensuring proper compliance.
  • Monitors workers compensation claims and coordinates work between employee and insurance carrier and files all necessary reports as required.
  • Prepares Workers Compensation self-audits and reports.
  • Manages recruitment effort for all exempt, nonexempt and temporary workers; writes and places advertisements; works with supervisors/managers to screen and interview candidates; conducts reference checking, extends job offers; conducts new-employee orientations; monitors employee relations counseling.
  • Oversees maintenance of personnel and benefits files.
  • Responsible for validating Superion software program data inputs. Manages accurate completion of new employee additions, annual performance review, pay increases, employee terminations, benefit updates, union fee inputs, promotions, and any other personnel data changes required.
  • Maintains Human Resources Information System records and compiles reports from database.
  • Manages maintenance of required information regarding city personnel using city vehicles (i.e., valid driver’s license and insurance). Maintains records of city provided assets for employee use (i.e., cell phones, credit cards)
  • Discipline and handle termination of employees as per the city’s policies and procedures as well as collective bargaining agreements.
  • Conducts exit interviews and evaluate reasons behind separation. Make recommendations to the management team for corrective action and continuous improvement.
  • Recommends to the Mayor employee promotions, transfers, reassignments, leaves of absence and termination.
  • Provide advice to managers and information to employees on payroll/leave, pay, and performance evaluation process, selection process and employee issues.
  • Provides counseling to all employees on any personnel matters which cannot be resolved by his/her supervisor; conducts investigations and holds grievance hearings.
  • Performs general administrative/clerical duties as required, including but not limited to preparing correspondence, entering, and retrieving computer data, copying and filing documents, sending and receiving faxes.
  • Attends training, seminars, and conferences, and conducts research to stay abreast of legislation and trends in human resource administration.
  • Conducts safety meetings, audits, and inspections to ensure compliance, evaluate performance, identify corrective action, and implement follow up assessments.
  • Collaborates with management to develop an Emergency Action Plan and serve as primary contact for project site injury and incident notification, investigation, and case management. Maintains a written log of safety inspection activities, reports, and correspondence.
  • Collaborates with management to develop, prepare, and implement safety policies and procedures. Evaluating practices, procedures, and facilities to assess risk and adherence to the law.
  • Set up and conduct OSHA consulting visits on-site for each department. Maintain reports and ensure compliance with all recommended OSHA requests.
  • Ensures completion of required OSHA recordkeeping and reporting.
  • Reviews accident and incident reports.
  • Works collaboratively with Finance for annual reviews.
  • Oversee tracking of performance evaluations and probationary status for timely submittal.
  • Coach, guide, evaluate, train, and motivate division employee(s) to maximize individual and division performance.
  • Gather information and prepare special reports as directed. Prepare written reports as required.
  • Represents the city for any unemployment claims.
  • Interact with organized labor officials and city attorney(s).
  • Arrange visits and schedules employee appointments with representatives of benefit programs.
  • Maintains the Human Resources webpage and assists with overall City website updates.
  • Maintains the Drug Free Workplace Policy for city employees. Responsible for the Commercial Driver's License Alcohol and Drug testing program. Schedules testing as necessary or needed for employees.
  • Assists managers and supervisors in the administration of the classification of positions and writing of job descriptions.
  • Develops human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; developing action plans; measuring and analyzing results; initiating corrective actions; minimizing the impact of variances.
  • Develops and maintains affirmative action program; files EEO-4 annually; maintains other records, reports, and logs to conform to EEO regulations and employment equity programs.
  • Performs other job-related duties and special projects as assigned.

Minimum Qualifications

Experience and/or Education:


  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • Minimum of 4-6 years of progressive responsible human resource experience in an organization with at least 100 employees.

Certificates, Licenses, Registrations
  • SHRM Certification and/or HRCI Certification highly desirable.
  • Must possess a valid driver's license at time of application and be able to operate a motor vehicle.
  • Must provide a current (dated within 30 days of request) driving record from the state in which driver's license is held.
  • Must obtain a valid State of Alaska Driver's License with satisfactory driving record at time of hire.

  • Home Land Security orientation tests (Incident Command Systems) will be required as a term of employment taken on-line: Entry level IS-100.b within fifteen days of date hire and IS-200.b, IS- 700.a, and IS-800.b within 45 days of date of hire.

Physical Demands
While performing the duties of this position, the employee is required to walk; stand; sit; talk; hear; use hands and finger dexterously to operate office equipment, tools or controls; reach with hands and arms; kneel or crouch; and communicate orally. The employee must occasionally lift and/or move up to 25 pounds. On occasion, the employee is required to drive a city vehicle.

Work Environment
Work is performed in an office setting. The noise level in the office will normally be quiet to moderately noisy due to office equipment, telephones, and other employees or members of the public with business in the office. Normal workweek is Monday through Friday. Occasional evening meetings and out of office duties may be required.
