DEFINITION: Under general supervision, directs, coordinates, and participates in the conduct of complicated engineering planning, design, and development review activities for water, sewer, streets, signals, landfill, stormwater, and private development projects; provides professional and technical assistance to the Director; acts as the City Engineer under delegated authority from the Director; performs related duties as required. CLASS CHARACTERISTICS: The City Engineer is a single-position class which administers the activities of Public Works Capital Improvement projects, public works permitting, consulting engineering projects, and provides administrative support in the management of the City Engineering function. SUPERVISION RECEIVED/EXERCISED: Receives general direction from the Director of Public Works. Exercises direct and indirect supervision over assigned staff.EXAMPLES OF DUTIES: (include but are not limited to the following) Participates in the development and implementation of engineering goals, objectives, policies, and procedures.  Assists in the administration of engineering design, capital projects development contract administration, the sewer user fee and public works permitting activities.  Resolves work problems and interprets administrative policies to subordinates, other City departments, and the public.  Directs the expeditious review and processing of plans; ensures that conditions of approval are consistent with laws, codes, ordinances and other requirements; ensures that requirements are enforced equitably. Participates in the development of capital improvement projects; reviews plans of private contractors, makes technical engineering decisions, and establishes technical criteria and standards.  Participates in meetings and conferences with consultants, contractors, local public officials and outside agencies regarding matters relating to areas of assigned responsibilities.  Participates in the preparation and administration of the departmental budget. Prepares a variety of reports, correspondence and special studies; prepares periodic project status reports.  Provides support and presentations to City commissions and City Council.   Responds to difficult citizen inquiries and complaints; evaluates problems and takes appropriates corrective action to resolve issues. Supervises assigned staff. PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.   The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near and far vision in reading written correspondence and work related documents.  Acute hearing is required when providing phone and personal service.  The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.) Education and/or Experience:  Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include five years of progressively responsible professional public works engineering experience, including three years of supervisory experience; and the equivalent to a bachelor's degree in civil engineering.          License/Certificate:  Possession of, or the ability to obtain, a valid class C California driver’s license.   KNOWLEDGE/ABILITIES/SKILLS(The following are a representative sample of the KAS’s necessary to perform essential duties of the position.)  Extensive knowledge of the principles and practices of civil engineering and administration as applied to the design and construction of public works facilities.   Thorough knowledge of applicable laws and regulatory codes related to land subdivision development and construction of public works; recent developments, current literature and sources of information regarding civil engineering.  Considerable knowledge of the principles and practices of supervision.   Ability to direct the development, review, and processing of plans; make difficult engineering decisions and review engineering plans and specifications; plans and specifications; prepare and present comprehensive technical reports; communicate effectively both orally and in writing; supervise assigned staff; establish and maintain cooperative working relationships meet the public in situations requiring diplomacy and tact.   Special Requirements:  Possession of a certificate of registration as a professional engineer in the State of California.Medical: Applicants will be required as a prerequisite to employment to successfully pass a physical examination, including a drug screen, the cost of which will be paid by the City. Selection/Exam Process: The person selected will be expected to perform all the functions of the position. Based on a review of the applications and the supplemental applications received, the candidates appearing to be the most qualified and meeting the City's particular needs will be invited in writing to the exam process. Due to the anticipated large volume of applicants for this position and our limited resources, we will only be able to invite the most highly qualified candidates to participate in the exam process.
