POSITION SUMMARY

This position is responsible for performing professional and essential responsibilities in support of the City's Community Development Block Grant (CDBG), HOME, and other related programs and activities. Specifically, the HOME and CDBG Owner Occupied Single Family Housing rehabilitation programs, CDBG Rental Rehabilitation program, and CDBG Housing Accessibility program. Informed about any changing regulations from H.U.D. Work is performed under the direction of the Director of Community & Economic Development Director and is reviewed through performance reviews, reports submitted, and results obtained. The employee must have a high level of attention to detail. The Program Administrator will be required to project and maintain a positive image of the City of Williamsport.

This position is funded through the Community Development Block Grant (CDBG) Program and Home Program in the Federal Budget, and other funding as provided in the budget.

ESSENTIAL FUNCTIONS:

· Ability to explain H.U.D. guidelines and eligibility requirements to potential applicants.

· Organize and coordinate a Waiting List for each program.

· Determine applicant’s eligibility for the housing programs. This includes; verification of and calculating applicant’s household size and annual income; calculating mortgages and mortgage amounts through court house title search, determine applicants’ monthly debt to income ratio; credit worthiness of applicants, review applicants’ application for conformity to program guidelines

· Inspects residential structures to determine rehabilitation work required to correct property rehabilitation standards or construction code deficiencies

· Performs Lead Based Paint Risk Assessment on property. Interpret that report into work specifications to insure Lead Based paint hazard reduction for each housing unit.

· Prepares plans and specifications for rehabilitation work on residential structures

· Prepare environmental review for submission to State Historical Preservation Office

· Prepares cost estimates of rehabilitation work

· Review construction bids received, review those bids with homeowner

· Review legalities of construction contract, mortgages and loan documents with applicant

· Prepare summary documentation and a recommendation to the administration for each applicants housing rehabilitation project

· Prepare and organize contracts, HUD forms, Stipulation against Liens, mortgage and closing documents

· Inspects construction and rehabilitation projects for compliance with workmanship standards, specifications, codes, property rehabilitation standards, contract conditions, and progress payment disbursements, lead based paint guidelines for remodeling

· Prepare and evaluate work change orders for cost to insure most effective use of funds

· Mediates disputes between homeowner and contractor;

· Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service

· Maintain records and documentation though the rehabilitation process

· Relay technical data to administration for reports to all agencies.

· Promote the housing rehabilitation programs to the general public

· Develop a contractor base for housing rehabilitation projects. Ensure those contractors are in compliance regarding insurance, certification, etc.

ADDITIONAL RESPONSIBILITIES

· Represent the City and act as a liaison between the City and local social service and community groups.

· Assist the Director of Economic and Community Development in other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

· Must understand and administer laws and other regulations related to municipal planning and building construction.

· Must be able to prepare, interpret, and understand specifications, plans, contractors pay requests, contracts and project priority lists for jobs as assigned.

· Must prepare and present verbal and written reports clearly and concisely.

· Must communicate, read, write, and understand the English language at a level necessary for efficient job performance.

· Ability to communicate effectively both orally and in writing.

· Must know municipal land use and development ordinances, zoning regulations, subdivision regulations, building codes, other construction-related ordinances, and other related public agency rules and procedures.

· Must be able to establish and maintain effective working relationships with employees, City officials, other government agencies, and the public.

· Must be knowledgeable of Graphic Information Systems (GIS).

· Must be proficient with computer software and systems and have a working familiarity with related office equipment.

EDUCATION AND EXPERIENCE

· Any combination equivalent to graduation from a four-year college and two years of increasingly responsible experience in Community Development Block Grant program administration and/or local government administration.

· Knowledge of federal, state, and local funding regulations of community development activities.

· Ability to interpret guidelines and monitor projects for compliance.

· Ability to deal effectively with representatives from public and private agencies, community groups, City officials, and the general public.

PHYSICAL REQUIREMENTS

· Must be able to sit at a desk for prolong periods of time using a PC work station.

· Must be able to lift up to twenty-five (25) pounds.

· Must be able to bend, stoop, squat, kneel, reach above shoulder level, and twist body periodically throughout the day.

· Must possess sight/hearing senses so that the requirements of the position can be fully met.

· Ability to utilize hands for repetitive actions.

· Able to work in a constant state of alertness and safe manner.

· Reasonable accommodations will be made to achieve essential functions of this position.

· Must have a current valid Pennsylvania driver's license.

WORKING CONDITIONS

· Will work alone, with others, and around others.

· Will work mostly in an office setting. Some outdoor work is required in the inspection of various land use developments or construction sites.

· While performing duties, may be exposed to adverse environmental conditions, including inclement weather, extreme temperatures, noise, dust, fumes, and other conditions while performing the functions of the position.
