The City of Wilmington strives to be forward thinking in its use of communications and positioned at the leading edge of the digital transformation in how government engages its community. This position contributes to that intent through the production of original video content for distribution on city media outlets including a variety of social platforms. The position conceptualizes videos that support the city’s strategic communications objectives and advance public information, and works with communications staff and other stakeholders to plan, produce, and distribute video content. The position plays a key role in determining style, writing scripts, overseeing pre-production, managing and directing production resources, performing post-production creative work, facilitating stakeholder collaboration and feedback, and distributing content for various platforms and audiences. In addition to primary responsibility for creative video content that promotes public information and community engagement, this position directs multi-camera productions of live meetings. This includes technical setup and troubleshooting of audio, video and display systems for in-person and hybrid virtual/in-person meetings. The position also contributes to other communications projects as needed such as writing, campaign development, still photography, and assisting with special event planning and execution.Produce, direct, and edit videos that support the city’s public information and community engagement goals. This can include short, medium and long-form videos that will be tailored to particular digital platforms and may include complementary written content and the use of data and analytics to assess and improve content performance.
 
Conduct research to develop accurate and engaging messages and collaborate with others to develop effective scripts. Coordinate production resources including equipment, locations, permissions, on-camera talent, crew, and external production partners. Responsible for waivers and authorization for photo and video use.
 
Duties include coordinating video projects in fast-paced political environment with elected officials and community partners and organizations in the arts, social, neighborhood and civic sectors. Must be able to interact with elected officials and other community leaders. 
 
Capture professional-level video, audio and photography in the field. Create and import graphics and edit completed products using the Adobe Creative Suite. Compress, convert and re-format video, audio and still images for various distribution platforms. Responsible for ADA compliance and captioning.
 
Responsible for producing live streams that include press conferences, emergency announcements, live zooms and other events in the field and in the studio. Serves as back-up to the Public Information Officer when needed; performs work during emergency/disaster situations; and performs other duties of a similar nature or level as assigned.

Direct multi-camera productions of live meetings. This includes technical setup and troubleshooting of audio, video, and display systems for in-person and hybrid virtual/in-person meetings. Contribute to other communications projects as needed, including non-producer/director tasks that may be assigned as a primary or fill-in role.Education & Experience - Bachelor's degree or higher in Communication Studies or a related field of study and four (4) year's experience creating original video content for social media platforms.  Experience must include technical understanding of production equipment including cameras, audio mixers, production switchers, the Adobe Creative Suite, especially Premeire and After Effects.

Other Requirements - Valid Driver's License

Notes:  Driving history check required for the selected candidate.  Selected candidate will also have to complete a pre-employment drug screen.

Salary : $51,168 - $63,960
