Essential Job Functions:
Performs highly responsible professional, technical, and administrative work assisting with directing all phases of the City’s municipal public works department operations, staff, and service quality. Assists the Public Works Director with planning, organizing, supporting, and evaluating the activities, programs, and staff involved with residential and commercial refuse collection; recycling; streets maintenance, road and sidewalk construction and maintenance; traffic control and signalization; stormwater and drainage systems; natural resources, and fleet maintenance. Ensures relevant standards are maintained and established goals and objectives are accomplished according to prescribed standards, priorities, time limitations, and funding conditions.
Provides leadership, input, and support for the development and implementation of programs to enhance service quality, productivity, community natural resources, and public safety and well-being. Provides support to create, abolish, or consolidate ordinances, rules, regulations, policies, guidelines, Standard Operating Procedures (SOPs), Best Practices, etc. essential to program development and implementation.
Assists with the preparation and administration of the Public Works Department budget, inclusive of capital projects. Prepares budget estimates of revenues, expenditures, and personnel costs; supports budget recommendations and ensures department expenditures do not exceed that which is budgeted annually. Supports department purchasing and procurement processes to include creating bid specifications, and assuring ensuring contract compliance. Plays an integral role in the City’s Transportation Improvement Program. Manages day to day oversight of various capital projects including project planning and design, grant application and management, on-site reviews, project status meetings, project status reporting, and other associated work to include financial accountability.
Assists with the selection and retention of department personnel, to include training and development initiatives. Investigates concerns of a disciplinary nature and recommends appropriate action; reviews and provides input on recommendations to hire and/or develop department personnel.
With a high level of diplomacy, receives and responds to inquiries and concerns from employees, agencies, and the general public regarding activities and projects. Facilitates inter-governmental relations among city, county, and state regulatory agencies. Connects and works cooperatively with City officials, public and private organizations, and the general public on matters of mutual concern. Supports various community and citizen advisory boards.
Prepares and maintains assorted operations and personnel-related records and reports; crafts creates and makes formal, public presentations, and attends a variety of meetings and conferences. Must be available and responsive outside of regular work hours to handle emergencies and/or situations involving departmental operations, services, and staff.

Knowledge, Skills & Abilities:
General knowledge of the principles, practices, and regulations of refuse collection and disposal; recycling; streets, roadway, and sidewalk maintenance; stormwater and drainage; natural resources preservation and management, and fleet maintenance.
Knowledge of city, state, and federal rules concerning Public Works operations; and recent developments and current literature pertinent to municipal public works administration and supervision.
Ability to plan, guide, and lead diverse public works programs and teams; apply strategic and tactical thinking and methodologies to assure ensure operations are functioning efficiently, effectively, and safely; accurately and timely prepare budget documents, bid specifications, and assorted records and reports using the proper format, punctuation, spelling, and grammar; take quality meeting notes that can be easily transformed into communication pieces to share with the team; speak with and before others with poise, voice control, and confidence.
Experience with effectively planning and leading public meetings.
Competent and skilled in the use of computers and assorted software such as Excel (organizing large data sets, advanced analysis, producing graphs etc.), Word (advanced formatting, digital document review, etc.), Adobe (advanced PDF manipulation), Geospatial Information Systems (GIS) analysis, database software, project management software, asset management software, accounting software, and digital file management.
Ability to collect data, establish facts, and draw valid conclusions; read, interpret, and explain procedures; follow and give verbal and written instructions, and counsel and mentor teammates; facilitate brainstorming sessions, capture input from team members, and translate it into writing; respond effectively and timely to the organization and community needs; make independent and sound judgments and decisions, simultaneous with consistently demonstrating skill and leadership; and perform adeptly under stress when confronted with emergencies or tight deadlines.
