What are the responsibilities and job description for the City Planner position at City of York?
- Perform plan reviews and compiling staff reviews for subdivision and land development.
- Writes staff reviews for zoning appeals.
- Serve as a liaison to the Planning Commission and Zoning Hearing Board.
- Prepare Ordinances, resolutions and encroachment agreements.
- Provide technical assistance to the public answering various questions regarding zoning and various planning issues.
- Visit sites for planning and zoning cases or issues.
- Assist Economic Development with special projects through visual aid creation (mapping, 3D modeling, technical writing, etc).
- Prepare presentations.
- Attend City meetings and other external meetings as needed.
- Serve on various committees.
- Other duties as assigned.
- Knowledge of the Pennsylvania Municipal Planning Codes.
- Knowledge of City of York's Zoning, Subdivision and Land Development Ordinances.
- Must be familiar with Urban Planning best practices.
- Knowledge of City of York's Codified Ordinances.
- Must know have to use ARC GIS, ARC MAP, Google Sketch Up & Adobe products.
- Experience and skill in operation of a personal computer and basic software programs.
- Excellent communication skills both written and verbal (English).
- Knowledge of business English, spelling, punctuation and arithmetic.
- Ability to exercise good judgment, courtesy, tact and discretion in dealing with employees, applicants and individuals having business with the City and to maintain the confidentiality of the information used in the performance of the job.
- Ability to demonstrate a results-oriented work ethic, positive attitude, and teamwork-oriented enthusiasm.
- Ability to multi-task and to perform a combination of variable duties and meet deadlines.
- Valid Pennsylvania Driver's License at the time of hire and throughout tenure of employment.
- Bachelor's Degree in Urban Planning or related degree; Master's Degree preferred.
- Minimum of 1 to 3 years experience in Planning.
- American Institute of Certified Planners (AICP) Certification.
- Valid Class C driver's license issued by the Commonwealth of Pennsylvania
All persons who shall become employed by the City, on or after January 01, 1997, shall be or become residents of the City within six (6) months from the first date the employee achieves permanent employment status.
All new employees, once their residence in the City is established, shall be required to maintain residence within the City during their employment. Failure to do so shall be determined to be a forfeiture of employment.
Must pass a background check, Drug Test and the PA Child Abuse History Clearance check. Note: Child Abuse History Clearance must be dated within one year from the date of application and must show that "no record exists".
