Duty 1- Performs work planning responsibilities. Plans on a quarterly or longer basis the overall use of personnel and other resources in two or more separate organizational segments or groups controlled through one or more levels of supervision. Determines resource requirements, materials, and the number of employees and the types of skill necessary to accomplish long range work schedules. Allocates resources and distributes work to organizational segments or groups under their control.
A. Regularly uses personnel and other resources in accordance with guidance set by higher level supervisors.
B. Usually keeps higher level supervision informed on feasibility of work assignments.
C. Normally assists superiors in effectively developing and/or reviewing proposed long-range schedules and work

Duty2- Performs work direction responsibilities. Assigns and explains work requirements and operating instructions to subordinate supervisors and sets deadlines and establishes the sequence of work operations to be followed. Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations.
A. Typically evaluates work requirements accurately to maintain balanced workloads through subordinate supervisors.
B. Regularly participates in the development of meaningful qualitative and/or quantitative work standards.
Duty 3- Performs administration responsibilities. Participates with subordinate supervisors/employees in the development of performance plans. Advises them in advance of performance expectations. Provides feedback on strengths and weaknesses. Appraises performance of subordinate worker(s) and supervisors in accordance with regulations. Rewards or uses corrective action, as needed, in performance management. Resolves grievances and complaints, keeping higher levels of management informed as to their disposition.
A. Usually displays sound managerial skill and accurately complies with personnel directives.
B. In most cases effectively performs administrative supervision of subordinates, maintaining records, arranging for training, and acting on problems elevated to their level.

Duty 4- Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Duty 5 Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Submits reports in accordance with reporting directives.
A. Consistently manages through subordinate supervisors’ security, safety, and health education to minimize minor violations and to avoid major violations due to employee error or negligence.
B. Regularly ensures employees are in strict compliance with safety and security procedures and regulations and promptly report any observed or identified violations in accordance with established guidelines.
C. Normally fosters a work environment conducive to safe equipment operation through application of established safety rules and regulations.
