PURPOSE OF POSITION

:

Conduct outreach with external stakeholders such as community-based organizations, nonprofits, workforce development, and the public in order to promote CCC's adult education programs, develop recruitment and referral processes, and share information about resources; Coordinate GED and ESOL program student services to support student access, enrollment, completion and transitions to college and career; Facilitate day-to-day adult basic skills (ABS) operations at the Harmony campus, including serving as the point person for part-time staff and student workers, required testing, accountability and program compliance, and fielding complex program questions from internal and external partners.

ESSENTIAL JOB FUNCTIONS

:

1. Outreach and Partnerships (60%)
1.1. Create, maintain, and strengthen partnerships among external stakeholders such as community-based organizations, workforce development, and other entities;
1.2. Attend regular meetings among partner organizations to understand the landscape of adult education and workforce development, share CCC programming information, and gather information regarding resources and opportunities for our students;
1.3. Educate a diverse group of internal and external stakeholders regarding enrollment processes, educational offerings, program requirements, career information, and community resources;
1.4. Liaise with multiple departments across campus and participate in workgroups (as applicable) to promote ABS student integration into wider college services;
1.5. Liaise with external partners supporting students and CCC staff to strengthen wraparound support and referrals;
1.6. Compose, edit, and coordinate the development of various communication-related materials for ABS programs, including flyers, website, and partner emails;
1.7. Conduct presentations to various groups.

2. Student Services and Programming (20%)
2.1. Help coordinate a wide range of student services, from admissions and enrollment to testing and placement as well as advising and referral of support resources for ESOL and GED students;2.2. Evaluate ABS program initiatives and review data from across campuses to identify needs.2.3. Work with Institutional Research department to produce data reporting tools and data collection forms, and to prepare data for inclusion in presentations as requested;2.4. Collaborate with wraparound service team to create strategies for student support; work in partnership to design and develop referral systems, tracking, and other tools.2.5. Create and update student service protocols for ABS resource specialists and part-time office staff;2.6. Work with ESOL and Skills departments to establish and refine policies and procedures.

3. Harmony Campus Office Operations (20%)
3.1. Oversee day-to-day operations of the ABS office at the Harmony campus, including oversight for part-time classified staff and federal work study students;3.2. Create office staffing schedule, delegate work assignments, run staff team meetings, and provide group and individual training to staff as needed;3.3. Manage operationalization of testing processes to ensure Title II compliance;3.4. Maintain strong relationships with college-wide student support services at both Oregon City campus and Harmony.

REQUIRED QUALIFICATIONS

:

Bachelor's degree in related field and at least five years of directly related work experience. Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.

Knowledge of ABS programs, including ESOL and GED. Thorough knowledge of career pathways, community college academic programs and procedures, registration processes, and relationships among various program partners. Broad knowledge of education, college policies and procedures.

Ability to exemplify traits that reflect the College's culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility and a willingness to change.

WORKING CONDITIONS

:

The position requires limited (0-20%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Occasional (21-50% of the time) use of office equipment.

The position requires little (0-5%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require a usual degree of agility and hand eye coordination.


The work environment is usually well-protected, with minimal hazards or obstacles (5-20%). There is little or minimal element of personal risk or hazard. Job conditions are usually comfortable, with minimal (5-20%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have minimal responsibility for driving.

SUPERVISORY RESPONSIBILITIES

:

Supervision of others is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel, and may assign work to student workers.

:

Works under the general direction of the Director of Adult Education.
