PAY AND BENEFITS


Annual Pay Range: $59,799.70 - $76,368.23

Hourly Pay Range: $28.749858 - $36.715495

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS


Clackamas Water Environment Services (WES) is seeking an Environmental Services Technician (classified as Biosolids Technician) to schedule and oversee day-to-day operations for the land application of biosolids. The primary responsibilities for this position will include soliciting and selecting application sites for biosolids in accordance with Federal and State regulations, environmental regulations, as well as WES's Biosolids Management Plan. The Environmental Services Technician will also inspect completed biosolids applications to ensure proper method, quantity, and appropriate establishment of buffer areas. Additional responsibilities will include data entry and record management for biosolids programs, vehicle and equipment inspection, maintenance, monitoring, and minor repair, and maintaining effective public relations with landowners, neighbors, and the public.

Successful candidates will possess their Class A CDL at the time of hire, with experience driving large vehicles pulling double or triple tankers. The most competitive candidates will have experience working with biosolids land application and familiarity with Federal, State, and environmental regulations related to the application of biosolids.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
  • Valid Class A Commercial Driver's License (CDL) with a tank endorsement and no restrictions in order to drive manual transmission required at the time of hire
  • Experience using MS Office Suite including Word and Excel
  • Must pass a pre-employment drug test (DOT Regulations for CDL). Learn more about the County's drug testing policy.
  • Must pass a post-offer physical assessment; accommodation requests will be reviewed on an individual basis in compliance with State and Federal legislation
  • Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment. Learn more about the County's driving policy.

Preferred Special Qualifications/ Transferrable Skills:*

  • Experience driving large vehicles pulling double or triple tankers
  • Experience working with biosolids, compost, and agriculture operations
  • Experience with sampling and analytics, chains of custody for samples, sampling equipment, preparation, and shipping
  • Experience using GPS equipment to create maps

TYPICAL TASKS


Duties may include but are not limited to the following:

  • Selects application sites for biosolids application in accordance with Federal and State regulations and Biosolids Management Plan; solicits agricultural disposal sites in accordance with environmental regulations.
  • Conducts application of biosolids in accordance with Biosolids Management Plan; compiles daily and monthly data entry for all biosolids hauled and applied to application sites for both liquid and dewatered programs; maintains records of vehicle and equipment condition, repairs and readings of meters and gauges; maintains daily records of mileage, fuel consumption and related information in compliance with local, state and federal regulations; takes soil and water samples and records field conditions.
  • Maintains effective public relations with landowners, neighbors, and the public; explains biosolids application process; responds to related complaints; exercises considerable judgment in effectively removing trucks and other equipment mired in fields so that personal and real property of customers is not damaged or adversely affected.
  • Inspects completed biosolids applications for proper method and quantity; ensures appropriate establishment of buffer areas.
  • Monitors mechanical conditions of trucks and other equipment; reports needed non-routine repairs and maintenance to supervisor; performs routine maintenance and minor repair of vehicles and equipment operated; inspects trucks, trailers and related equipment for safety hazards and mechanical problems; coordinates repair and servicing; maintains vehicle condition and maintenance records; washes, cleans and otherwise maintains appearance of trucks and other equipment.
  • Applies biosolids directly from tanker or with other application equipment; determines appropriate application pattern; operates medium and heavy-duty gas and diesel powered trucks, including tank trucks with four-wheeled trailer; operates solids handling equipment to prepare, process, load, transport and unload biosolids from wastewater treatment plants to agricultural fields; fills tanker trailer by pumping biosolids from holding tank; operates mobile field equipment; sets up irrigation pipes, hoses and guns; drives on urban streets and rural roads and highways; evaluates field conditions and operates field application equipment.
  • Performs related skilled and semi-skilled tasks as assigned or required.

WORKING CONDITIONS


Duties require frequent driving, walking, squatting, bending, kneeling, twisting, shoveling, climbing, fine motor control, and the ability to lift up to 60 pounds, carry, and push/pull 90 pounds. Duties also involve frequent exposure to exhaust fumes and dust, loud noises, vibration, and adverse weather conditions.

WORK SCHEDULE


This position works 40 hours during a standard workweek of Monday through Friday:

  • Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

Clackamas Water Environment Services produces clean water and protects water quality for more than 190,000 people living and working in Clackamas County. We operate and maintain five resource recovery facilities, 23 pumping stations and hundreds of miles of pipes. Each year, we clean more than seven billion gallons of water which we recover and turn into natural energy and fertilizer. We also help reduce pollution in local rivers, streams, and wetlands caused by surface and stormwater runoff, the number one source of water pollution in Oregon.
