What are the responsibilities and job description for the Communicable Disease Supervisor position at Clark County Combined Health District?
70% of Job Duties Include but are not limited to: Communicable Disease Investigation and oversight/support for Disease Investigator:
Active use of Ohio Disease Reporting System (ODRS) and other databases to input date and report infectious disease, maintain case investigation and treatment notes. Following the guidance of the Ohio Infectious Disease Control Manual (IDCM), investigate reports of disease and implement recommended public health strategies to prevent further transmission; work with community partners to implement disease transmission prevention strategies. Collaborate with other local health district staff, and other infectious disease reporters (i.e., health care providers, infection control personnel, schools, veterinarians, laboratory staff) to maintain good communication for education and disease investigation and surveillance. Coordinate with environmental health regarding disease contacts and vector, food or water-borne investigations. Develop and maintain good working relationships with local and state infection control personnel; Participate in Regional and State Epidemiology meetings and activities, assisting as indicated with planning, training, event response. Prepare and maintain records and reports, including monthly stats, daily time-tracking, other records required for Health District records and grant requirements; assist in maintaining procedures/protocols for disease investigation, as well as the epidemiological response plan.
Educate public health and medical community regarding reportable and infectious diseases; provide in-service education as requested to community providers regarding Communicable Disease and/or blood borne pathogens.
Participate in the coordination of testing or vaccination services for the purposes of contact tracing and identifying new cases or preventing further disease transmission. Collect laboratory specimens through phlebotomy as necessary.
Conduct cold call and scheduled home/field visits for the purpose of contact tracing, testing, diagnosing, and treating communicable diseases.Case manage active TB cases. Work with contracted pulmonologist under both standing orders and under active supervision, as needed, to manage cases. Conduct home visits, as necessary, for case interviews, contact investigations and Direct Observed Therapy (DOT). Provide required reporting through ODRS for all active cases. Provide statistical data required by ODH for TB. Manage medication and provide education for latent TB cases. Educate both staff and the community at large regarding tuberculosis.
Case manage latent TB treatment including monitoring labs, interpreting lab results, tracking medication distribution, education.
In addition to actively conducting tasks above, act as the point person for Communicable Disease, which includes supervision of the disease investigator(s) by delegating investigation and support responsibilities noted above.
30% of Job Duties Include but are not limited to: Provide oversight and support for Public Health Nurses (PHNs) who are working on the following projects: **Health Screenings at the One 2 One exchange program: PHN who provides rapid HIV, Hepatitis C, and Syphilis testing and counseling at One2One (Blood borne Pathogen Prevention program/Syringe Exchange Site). Provide coverage as needed. **Tuberculosis Screenings: PHN who provides screening for tuberculosis through the weekly clinic; complete effective phlebotomy to obtain necessary lab blood draws when coverage for this clinic is needed. Provide support for ordering supplies and assist for working out billing problems with the partner laboratory. Provide technical assistance, consultation, support, evaluation and oversight for disease investigators and public health nurse staff:
* Collaborate with nursing director to forecast program and project plans
* Request resources for program and project needs
* Create program plans or corrective action plans as needed
* Evaluate initiatives to assure they are meeting the project goals and objectives
* Collaborate with other supervisors and staff to support staff growth and career development
* Contribute to departmental efforts and meetings, such as but not limited to administrative team meeting.
* Remain on-call for urgent items needing addressed after-hours.
**Communicable Disease Supervisor must be available for urgent investigations and consult 24/7. Must be able to work off site after hours using an agency provided laptop and cell phone.**
Public Health Emergency Response: According to the public health threat, participate in the public health response as needed to include but not limited to mass dispensing, canvassing, screening, supporting emergency shelter, public information, recall for post or pre-exposure prophylaxis, case investigation, response management, etc.
Be prepared to respond outside of business hours in circumstances where there is a threat to the public's health.
Provide oversight, training and supervision of public health workforce to include public health colleagues, volunteers and Medical Reserve Corps personnel. Fulfill duties of position during an emergency response, utilizing Incident Command System principles; Participate in trainings, drills and exercises to prepare for various responses.
Integrated throughout position:
Maintain and increase knowledge and skills through attendance at meetings, conferences, training seminars, and in-service training. Provide in-service to peer group after attendance at training opportunities.
Participate in internal and external workgroups to advance standards of practice in public health.
Sign in for all meetings, trainings, workshops, exercises and all other events attended. Maintain a copy of sign in sheets and documentation of events. Maintain accurate and complete time tracking.
Perform additional duties and assignments, as requested.
