The Public Health Data Analyst supports the Clay County Public Health Center with ongoing initiatives and operations through conducting and coordinating data collection, analysis and reporting in addition to assisting with program, policy and economic evaluations.
Position Status: Full-time, hybrid remote program eligible (after 6-month training period)
Duties include:
Independently performs advanced statistical analysis of health data, including interpretation and reporting of results
Ensures integrity of data collection, data entry, and statistical analysis; maintains strict security and confidentiality of data and adheres to all HIPAA guidelines/regulations
Develops and conducts surveys and other methodologies to assist the department in evaluating and addressing public health concerns
Designs community health studies with complexities such as control matching, meta-analysis, and data strength testing using evidence-based methods
Assists with planning, data collection, and establishing performance data measures for the Community Health Assessment, Community Health Improvement Plan, and the CCPHC Strategic Plan
Creates and maintains CCPHC databases
Works with CCPHC programs to assist with data monitoring and ongoing evaluation to enable quality improvement
Collaborates with partners to improve population health data collection and analysis
Cleans, verifies, and analyzes data sets for trends in at risk groups using statistical software packages
Manages and links data from multiple sources, examines data for trends, and generates meaningful reports for internal and external partners when needed
Leads the development of strategies, policies and procedures to integrate multiple data sets and sources to display and communicate health, health equity and social determinant of health issues within the county
Monitors targeted population health outcomes and evaluation measures to evaluate community health improvement efforts and progress on the reduction of health disparities
Utilizes established scientific and technical methods and practices while collecting and analyzing data.
Aids in submission of grant applications, request for proposals and other evidence-based practices geared towards programmatic fiscal sustainability
Compiles information into monthly/annual summary reports, technical reports, evaluations, and assessments for review by the Health Planning and Policy Section Chief and the public
Maintains and upgrades professional knowledge, skills and development by attending seminars and training programs and reading trade and professional journals and publications
Delivers targeted, culturally appropriate information to help individuals and groups understand health promotion and disease prevention information, policies, regulations and local code
Maintains current knowledge related to applicable statues, regulations, guidelines and standards necessary to perform job duties
Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction
Proactively provides feedback for improvements that improve quality, efficiency, cost savings, productivity, systems, and/or procedures
Reports for special assigned duties during a public health emergency, if applicable
Position Qualifications:
A Bachelor’s Degree from an accredited four-year college or university in public health, epidemiology, biostatistics, or other closely related field is required; a Master’s Degree is preferred.
Minimum professional experience and skills include: 1) one or more years in public or population health working with data analysis software (SAS, SPSS, STATA, R), 2) ability to self-start projects and work independently with minimal guidance, 3) excellent communication, computer, and attention to detail skills are required
Preferred skills include: 1) training or knowledge in health economic evaluation and analysis, 2) experience with data visualizing techniques and software, 3) data analysis software certification (or willingness to obtain certification), and 4) training or knowledge in working with Geographical Information Systems (GIS)
